Book excerpt: Governments justify support of Internet diffusion on two grounds: (1) to overcome a persistent digital divide in broadband availability and (2) to facilitate online activities that are socially or economically desirable. This paper assesses both these claims. Using individual-level data from Forrester Research, the analysis finds significantly lower residential broadband adoption in lower-income and lower-density zip codes, controlling for individual characteristics. Further tests show that lower adoption in these areas is evidence of a persistent digital divide in availability. The analysis then assesses how broadband adoption changes individuals' usage of online activities. Broadband adoption increases individuals' frequency of researching health information online, but there is no evidence that broadband adoption increases usage of online job sites or online government services. Localities currently considering municipal wireless (Wi-Fi) initiatives should focus on digital divide justifications rather than expecting to raise usage of a wide range of online activities perceived to be socially desirable.

Book excerpt: The "digital divide" is a term that has been used to characterize a gap between "information haves and have-nots," or in other words, between those Americans who use or have access to telecommunications and information technologies and those who do not. One important subset of the digital divide debate concerns high-speed Internet access and advanced telecommunications services, also known as broadband. Broadband is provided by a series of technologies (e.g., cable, telephone wire, fiber, satellite, wireless) that give users the ability to send and receive data at volumes and speeds far greater than traditional "dial-up" Internet access over telephone lines. Broadband technologies are currently being deployed primarily by the private sector throughout the United States. While the numbers of new broadband subscribers continue to grow, studies and data suggest that the rate of broadband deployment in urban/suburban and high income areas is outpacing deployment in rural and low-income areas. Some policymakers, believing that disparities in broadband access across American society could have adverse economic and social consequences on those left behind, assert that the federal government should play a more active role to avoid a "digital divide" in broadband access. With the conclusion of the grant and loan awards established by the American Recovery and Reinvestment Act of 2009 (P.L. 111-5), there remain two ongoing federal vehicles which direct federal money to fund broadband infrastructure: the broadband and telecommunications programs at the Rural Utilities Service (RUS) of the U.S. Department of Agriculture and the Universal Service Fund (USF) programs under the Federal Communications Commission (FCC). Although the USF's High Cost Program does not explicitly fund broadband infrastructure, subsidies are used, in many cases, to upgrade existing telephone networks so that they are capable of delivering high-speed services. Additionally, subsidies provided by USF's Schools and Libraries Program and Rural Health Care Program are used for a variety of telecommunications services, including broadband access. Currently the USF is undergoing a major transition to the Connect America Fund, which is targeted to the deployment, adoption, and utilization of both fixed and mobile broadband. To the extent that Congress may consider various options for further encouraging broadband deployment and adoption, a key issue is how to strike a balance between providing federal assistance for unserved and underserved areas where the private sector may not be providing acceptable levels of broadband service, while at the same time minimizing any deleterious effects that government intervention in the marketplace may have on competition and private sector investment.

More recently, Covid-19 laid bare these persistent digital divides in both urban and rural communities, illustrating that broadband use is a fundamental resource for the future of opportunity in communities. While previous studies have examined the impacts of broadband infrastructure, they have indicated little about the extent to which local populations can afford and use the technology. Moreover, there has been limited scientific evidence on how broadband adoption matters for collective benefits. Including new data on broadband subscriptions from 2000-2017, and comprehensive analysis for U.S. states, counties, metros, cities, and neighborhoods, Choosing the Future argues that broadband use in the population is a form of digital human capital that benefits communities as well as individuals. Broadband has a causal impact across all types of communities--for economic prosperity, growth, income, employment, and policy innovation. Yet there are urban neighborhoods and rural counties where as little as one-quarter of the population has a broadband subscription, even when mobile is included. Most of these studies analyze the different factors that affect the adoption of broadband. While these studies have provided insight on what factors may be important in the adoption process, there have been fewer efforts to analyze the entire landscape and paths involved in the adoption process. This paper uses data from 30 OECD countries, to understand the paths involved in the process of broadband adoption to help identify the role of government/industries in devising strategies for efficient future adoption of next generation technologies. Whereas the majority of other studies use more or less ad hoc empirical models, this paper makes an attempt to develop more explicit microeconomic foundations that explicitly take demand and supply factors into account. This framework enables us identify the different paths involved in the adoption process, their relative importance and their interactions. The study examines the interaction of different economic and technological factors and their effect on broadband adoption across countries from a demand and supply perspective. The goal was to use this approach to help make decisions about where the focus of public policy decisions aimed at promoting broadband needs to be. This study also attempts to look at demand and supply conditions (unobservable constructs) without the specification of equilibrium conditions. Two methodological approaches are used where one method (structural equation modeling) does not assume that the market is in equilibrium and the other (traditional econometric approach using two stage least squares) makes the assumption that the market is in equilibrium. The findings highlight that income and number of existing internet users were positively related with demand and adoption, whereas price was negatively related to demand and adoption of broadband. While most of the hypotheses on the demand side were supported, the supply side findings indicate that for higher broadband adoption to take place, investments in supply needs to complemented with encouragement of consumer demand. The study suggests that supply centric regulations need to be complemented with policies to encourage end-user adoption for effective penetration of the technology to take place. Another important finding of this study is that the regulatory environment is an important mediator on both the demand and supply side for broadband adoption. Both methodological approaches provide complementary perspectives. One simultaneously analyzes the effect of individual demand and supply side factors on adoption, whereas the other analyzes the paths involved in the process of adoption. The study is able to not only shed light on the importance of policy making, but it is also able to suggest where the policy focus should be if more effective national broadband adoption is desired.
