Book excerpt: WHO developed its Management Response Plan (MRP) in October 2021 building on the recommendations of the Independent Commission on Allegations of Sexual Exploitation and Abuse in the Democratic Republic of the Congo during the Response to the Tenth Ebola Outbreak. The MRP crowdsourced ideas from WHO colleagues and leaders across the world, suggestions from WHO member states and incorporated best practice from across the UN system to address sexual exploitation, abuse, and harassment (SEAH). It launched the first accelerated phase of WHO’s work on preventing and response to all forms of sexual misconduct perpetrated by our personnel. In December 2022 the MRP was concluded with 92% of its 150 actions implemented and the remaining 8% transitioned into the three-year strategy for preventing and responding to sexual misconduct that came into effect in January 2023. This publication documents the implementation of the Management Response Plan by the World Health Organization over the period October 2021–December 2022.

It outlines the increasingly critical role of WHO at global, regional and country levels, and across the key elements of effective emergency response, including emergency coordination and planning, operational and logistic support, and community engagement and protection. The huge scale and complexities of health emergencies in the 21st century require a strategic shift towards not only meeting the immediate needs of vulnerable communities, but also building community and health system resilience to all hazards – a challenge that both WHO and its partners must continue to meet.

The Handbook can be used to inform outbreak preparedness and response plans at the national and subnational levels, including to ensure complementarity with existing national outbreak response plans. It summarizes effective organizational structures that can be implemented during national outbreak response, highlights best practices based on GOARN partners’ collective experiences, and references key technical and operational resources that have been developed by GOARN and its partners. This version (2024) of Handbook has been developed following extensive consultation across multidisciplinary GOARN partners and WHO technical teams, including collective response experiences. It is accompanied by an online portal version on the GOARN Knowledge Platform.

Book excerpt: This Toolkit synthesises learning and examples gathered from Development Assistance Committee (DAC) members and partners, including their work through international fora such as the OECD, as well as additional research. It aims to support DAC members and partners in deepening their work and accelerate progress on any number of topics contained within the DAC Recommendation’s six pillars. Progress in Sexual Exploitation, Abuse and Harassment (SEAH) prevention and response can be very incremental and difficult to measure, in part because it relies on addressing the many underlying factors that support the perpetuation of SEAH, such as cultural and social norms, as well as power dynamics. This Toolkit aims to support progress by DAC members on both technical and political levels, as well as support their coordination efforts with their partners to work towards long-term, sustainable change.

Book excerpt: The WHE Gender Mainstreaming Strategy (2022-2026) aims to provide guidance on how to systemically analyze and address relevant gender issues across WHE policies and programmes, to enable WHE work to contribute to gender equity and equality, which in turn will strengthen health emergency programming at all levels. It also provides strategic direction to facilitate how WHE can respond to the specific gender-based needs and risks that women, men, girls and boys and people with diverse gender identities experience as a consequence of health emergencies, in ways that improve the design and delivery of WHE policies and programmes, and contribute to reducing gender-inequalities including morbidity and mortality but also the medium and long term socio-economic effects of emergencies. This strategy is intended to guide WHE programming across the local, national, regional and global levels. It was developed by the WHE Gender Working Group, and responds to specific recommendations included in the WHA Resolution 74.7 on Strengthening WHO Preparedness for and response to health emergencies[1], among other key documents.

This book was released on 2005 with total page 61 pages. Available in PDF, EPUB and Kindle. Book excerpt: Worldwide, patterns of violence against women differ markedly from violence against men. For example, women are more likely than men to be sexually assaulted or killed by someone they know. The United Nations has defined violence against women as "gender-based" violence, to acknowledge that such violence is rooted in gender inequality and is often tolerated and condoned by laws, institutions, and community norms. Violence against women is not only a profound violation of human rights, but also a costly impediment to a country's national development. While gender-based violence occurs in many forms throughout the life cycle, this review focuses on two of the most common types-physical intimate partner violence and sexual violence by any perpetrator. Unfortunately, the knowledge base about effective initiatives to prevent and respond to gender-based violence is relatively limited. Few approaches have been rigorously evaluated, even in high-income countries. And such evaluations involve numerous methodological challenges. Nonetheless, the authors review what is known about more and less effective-or at least promising-approaches to prevent and respond to gender-based violence. They present definitions, recent statistics, health consequences, costs, and risk factors of gender-based violence. The authors analyze good practice initiatives in the justice, health, and education sectors, as well as multisectoral approaches. For each of these sectors, they examine initiatives that have addressed laws and policies, institutional reforms, community mobilization, and individual behavior change strategies. Finally, the authors identify priorities for future research and action, including funding research on the health and socioeconomic costs of violence against women, encouraging science-based program evaluations, disseminating evaluation results across countries, promoting investment in effective prevention and treatment initiatives, and encouraging public-private partnerships.

Book excerpt: Over the last few decades, research, activity, and funding has been devoted to improving the recruitment, retention, and advancement of women in the fields of science, engineering, and medicine. In recent years the diversity of those participating in these fields, particularly the participation of women, has improved and there are significantly more women entering careers and studying science, engineering, and medicine than ever before. However, as women increasingly enter these fields they face biases and barriers and it is not surprising that sexual harassment is one of these barriers. Over thirty years the incidence of sexual harassment in different industries has held steady, yet now more women are in the workforce and in academia, and in the fields of science, engineering, and medicine (as students and faculty) and so more women are experiencing sexual harassment as they work and learn. Over the last several years, revelations of the sexual harassment experienced by women in the workplace and in academic settings have raised urgent questions about the specific impact of this discriminatory behavior on women and the extent to which it is limiting their careers. Sexual Harassment of Women explores the influence of sexual harassment in academia on the career advancement of women in the scientific, technical, and medical workforce. This report reviews the research on the extent to which women in the fields of science, engineering, and medicine are victimized by sexual harassment and examines the existing information on the extent to which sexual harassment in academia negatively impacts the recruitment, retention, and advancement of women pursuing scientific, engineering, technical, and medical careers. It also identifies and analyzes the policies, strategies and practices that have been the most successful in preventing and addressing sexual harassment in these settings.

Book excerpt: Sexual abuse of children and adolescents is a gross violation of their rights and a global public health problem. It adversely affects the health of children and adolescents. Health care providers are in a unique position to provide an empathetic response to children and adolescents who have been sexually abused. Such a response can go a long way in helping survivors recover from the trauma of sexual abuse. WHO has published new clinical guidelines Responding to Children and Adolescents Who Have Been Sexually Abused aimed at helping front-line health workers, primarily from low resource settings, in providing evidence-based, quality, trauma-informed care to survivors. The guidelines emphasize the importance of promoting safety, offering choices and respecting the wishes and autonomy of children and adolescents. They cover recommendations for post-rape care and mental health; and approaches to minimizing distress in the process of taking medical history, conducting examination and documenting findings.

Book excerpt: The Framework for Environmental and Social Management (FESM) establishes environmental and social performance requirements for FAO programming. The FESM includes key elements of a human rights-based approach with the goal to ensure that people and the environment are protected from any potential adverse impacts of FAO programmes and projects. It is also intended to ensure that all stakeholders have ample opportunities to actively participate in the activities of programmes and projects, and have access to effective channels to voice their concerns about them. The FESM reflects the organization’s commitment to sustainability with a new set of guiding principles, two operational pillars and nine environmental and social standards. Together they delineate the mandatory requirements related to the identification, assessment and management of multiple environmental and social risks and impacts associated with programmes and projects supported and implemented by FAO. The FESM introduces an innovative process of climate change and disaster risk screening to identify potential risks, mitigation and resilience measures. It also includes new and updated requirements to conserve and restore renewable natural resources and biodiversity; protect animal welfare; foster resilient livelihoods; manage wastes and non-pesticide hazardous materials; promote resource efficiency; protect community health and promote decent jobs; strengthen requirements for dealing with gender-based violence including the prevention of sexual exploitation and abuse; respect Indigenous Peoples living in voluntary isolation; and enhance accountability, conflict resolution and grievance mechanisms.

Book excerpt: Every day in the United States, children and adolescents are victims of commercial sexual exploitation and sex trafficking. Despite the serious and long-term consequences for victims as well as their families, communities, and society, efforts to prevent, identify, and respond to these crimes are largely under supported, inefficient, uncoordinated, and unevaluated. Confronting Commercial Sexual Exploitation and Sex Trafficking of Minors in the United States examines commercial sexual exploitation and sex trafficking of U.S. citizens and lawful permanent residents of the United States under age 18. According to this report, efforts to prevent, identify, and respond to these crimes require better collaborative approaches that build upon the capabilities of people and entities from a range of sectors. In addition, such efforts need to confront demand and the individuals who commit and benefit from these crimes. The report recommends increased awareness and understanding, strengthening of the law's response, strengthening of research to advance understanding and to support the development of prevention and intervention strategies, support for multi-sector and interagency collaboration, and creation of a digital information-sharing platform. A nation that is unaware of these problems or disengaged from solutions unwittingly contributes to the ongoing abuse of minors. If acted upon in a coordinated and comprehensive manner, the recommendations of Confronting Commercial Sexual Exploitation and Sex Trafficking of Minors in the United States can help advance and strengthen the nation's emerging efforts to prevent, identify, and respond to commercial sexual exploitation and sex trafficking of minors in the United States.

This book was released on 2021-10-13 with total page 136 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book argues that the international development sector is in crisis which can be mostly sourced to its side-stepping the dominant development question of our age, the neoliberal growth paradigm. It argues that this crisis can be addressed, at least in part, by the sector’s re-engagement with the radical development education process that it helped to foster and sustain for over two decades. The recent safeguarding scandal is symptomatic of a sector that is becoming overly hierarchical, brand conscious and disconnected from its base. This book argues that many of the problems the sector is facing can be sourced to its failings in grappling with the question of neoliberalism and formulating a coherent critique of how market orthodoxy has accelerated poverty in the global North and South. This book recommends re-embracing the radical origins of global learning, situated in the participative methodology and praxis (reflection and action) of Paulo Freire, both as internal capacity-building and external public engagement. The book proposes a new development paradigm, focusing on bottomup, participative approaches to policy-making based on the needs of those NGOs claim to represent – the poor, marginalised and voiceless – rather than constantly following the agenda of donors and governments. The recommendations made by this book will serve as an important resource for researchers and students of international development and global learning, as well as to NGOs, civil society activists and education practitioners looking for solutions to the problems within the sector.
