Book excerpt: Abstract: The Addis Ababa Integrated Housing Development Program aims to tackle the housing shortage and unemployment that prevail in Addis Ababa by deploying and supporting small and medium scale enterprises to construct low-cost housing using technologies novel for Ethiopia. The motivation for such support is predicated on the view that small firms create more jobs per unit of investment by virtue of being more labor intensive and that the jobs so created are concentrated among the low-skilled and hence the poor. To assess whether the program has succeeded in biasing technology adoption in favor of labor and thereby contributed to poverty reduction, the impact of the program on technology usage, labor intensity, and earnings is investigated using a unique matched workers-firms dataset, the Addis Ababa Construction Enterprise Survey. The data are representative of all registered construction firms in Addis and were collected specifically for the purpose of analyzing the impact of the program. The authors find that program firms do not adopt different technologies and are not more labor intensive than non-program firms. There is an earnings premium for program participants, who tend to be relatively well-educated, which is heterogeneous and highest for those at the bottom of the earnings distribution.

Book excerpt: In this book the authors have designed comprehensive empirical studies and identified the impacts of access to finance on the Small and Micro Enterprises (SMEs) performance. The authors applied a mix of different methodologies ranging from developing a conceptual framework to an empirical study to investigate how, and to what extent, access to finance influences Small and Micro Enterprises (SMEs) performance. The motivation for the study was that the link between SMEs performance and use of bank credit is inconclusive. The study helps to understand the developed world financial theory and developing countries actual situation; thus, it helps to bridge the gap between theory and practices and strategically inform business decisions.

Available in PDF, EPUB and Kindle. Book excerpt: Economic and social progress requires a diverse ecosystem of firms that play complementary roles. Making It Big: Why Developing Countries Need More Large Firms constitutes one of the most up-to-date assessments of how large firms are created in low- and middle-income countries and their role in development. It argues that large firms advance a range of development objectives in ways that other firms do not: large firms are more likely to innovate, export, and offer training and are more likely to adopt international standards of quality, among other contributions. Their particularities are closely associated with productivity advantages and translate into improved outcomes not only for their owners but also for their workers and for smaller enterprises in their value chains. The challenge for economic development, however, is that production does not reach economic scale in low- and middle-income countries. Why are large firms scarcer in developing countries? Drawing on a rare set of data from public and private sources, as well as proprietary data from the International Finance Corporation and case studies, this book shows that large firms are often born large—or with the attributes of largeness. In other words, what is distinct about them is often in place from day one of their operations. To fill the “missing top†? of the firm-size distribution with additional large firms, governments should support the creation of such firms by opening markets to greater competition. In low-income countries, this objective can be achieved through simple policy reorientation, such as breaking oligopolies, removing unnecessary restrictions to international trade and investment, and establishing strong rules to prevent the abuse of market power. Governments should also strive to ensure that private actors have the skills, technology, intelligence, infrastructure, and finance they need to create large ventures. Additionally, they should actively work to spread the benefits from production at scale across the largest possible number of market participants. This book seeks to bring frontier thinking and evidence on the role and origins of large firms to a wide range of readers, including academics, development practitioners and policy makers.

Book excerpt: In many countries, there is now a wide recognition of the contribution of micro and small enterprises (MSEs) to economic growth. Within the Ethiopian context, despite the potential contribution of the MSEs to poverty reduction and employment creation, the Government had not, until very recently, extended adequate support to the development of the sector. To date, there has not been an independent assessment of the contribution of the MSE development strategy to poverty reduction, job creation and business growth either at the federal or Regional levels. To fill the gap, the Forum for Social Studies (FSS) commissioned this study in 2009 to assess the benefits and long-term sustainability of the strategy as well as the businesses/enterprises that have been set up by the large number of entrepreneurs. The aim is to provide policy inputs that can help create a vibrant and dynamic MSE sector and enhance its potential contribution to the countryís overall development.

Book excerpt: This study starts with a brief analysis of which firms are the main net job creators in Ethiopia and then focuses on the financing constraints of Ethiopian Micro, Small and Medium Enterprises (MSMEs) as one of the key obstacles to job creation and growth. The study uses two demand-side and an ad-hoc supply side survey administered to 16 financial institutions. This survey allowed collecting data on the actual involvement of financial institutions with MSMEs, their perception of potential public policy approaches to enhance MSME access to finance and the adequateness of their current business models. The combination of both demand-side and supply-side analysis allows to gain a full picture of MSME finance practices in Ethiopia by connecting information on firm experiences with the reporting of financial institutions on their business practices. While there was already anecdotal evidence that small firms were lacking proper access to finance in Ethiopia, the value added of this study is to provide accurate empirical evidence of the existence of a missing middle phenomenon.

If the countries that make up Africa are ever to raise the living standards of the vast majority of its population to a more acceptable level, then the economic growth that would result from an enlarged and improved manufacturing sector may hold an important key. The book provides a useful source of greater understanding of African manufacturing firms and the perplexing lack of widespread industrial growth during the post-colonial decades. The comprehensive coverage includes such themes as: *the size and distribution of firms in Africa *entrepreneurship, labour and the regulatory and business environments in Africa *the dynamic problem of growth and investment of firms Any reader wanting to understand the economic problems of Africa will need to read this book, and any student, academic or policy-maker working in the areas of development and industrial economics will find it to be a most useful guide.

This paper finds supportive evidence for the important role of small and medium-sized enterprises (SMEs) in explaining Japan’s modest productivity growth. Results show a substantial dispersion in firm-level productivity growth across sectors and even across firms within the same sector. SMEs, on average, exhibit lower productivity growth than non-SMEs in Japan, with smaller and older SMEs showing particularly low productivity growth. Estimates suggest that boosting productivity growth in all of the worst-performing SMEs could improve overall productivity growth by up to 1.8 percentage points. The SME credit guarantee system, SME financing constraints, demographic factors, and lack of intangible capital investment are discussed as contributors to the slow productivity growth of Japan’s small and old SMEs.

Book excerpt: Micro and small enterprises (MSEs) have been recognized as a major contemporary source of employment and income in a growing number of developing countries. Yet, relatively little is known about the characteristics and patterns of change in these enterprises. This volume examines the dynamics of MSEs in the development process. Drawing on a unique set of surveys conducted in twelve countries in Africa and Latin America the authors map the patterns of change in MSEs in the developing world. Subjects covered include: * significance of new start and closure rates of MSEs * factors involved in expansion rates and growth patterns of MSEs * the role of gender in MSEs evolution.
