He outlines a new way of thinking about the sources and structure of insurgent groups, distinguishing among integrated, vanguard, parochial, and fragmented groups. Staniland compares insurgent groups, their differing social bases, and how the nature of the coalitions and networks within which these armed groups were built has determined their discipline and internal control. In this sobering account of the ongoing violence, Ahmed Hashim, a specialist on Middle Eastern strategic issues and on irregular warfare, reveals the insurgents behind the widespread revolt, their motives, and their tactics. The insurgency, he shows, is not a united movement directed by a leadership with a single ideological vision. Instead, it involves former regime loyalists, Iraqis resentful of foreign occupation, foreign and domestic Islamist extremists, and elements of organized crime. These groups have cooperated with one another in the past and coordinated their attacks; but the alliance between nationalist Iraqi insurgents on the one hand and religious extremists has frayed considerably. In 2014, former comandante Salvador Sánchez Cerén became the country’s second FMLN president. After Insurgency focuses on the development of El Salvador’s FMLN from armed insurgency to a competitive political party. At the end of the war in 1992, the historical ties between insurgent veterans enabled the FMLN to reconvert into a relatively effective electoral machine. However, these same ties also fueled factional dispute and clientelism.
