Book excerpt: While wheat procurement policy is a central part of Pakistan’s agricultural policy, a brief description of its impact does not make for easy reading: it has a high budget cost, has led to a buildup of debt, distorts markets, provides little direct benefit to small farmers and productivity in Pakistan’s wheat sector continues to lag. Furthermore, as Pakistan has gradually moved to producing a wheat surplus, a trend that is likely to continue in the future, the current policy set is likely to become more unsustainable in the future, with the task of squaring the circle between supporting farm incomes, providing fair consumer prices and delivering food security becomes increasingly difficult without reform.

Book excerpt: Many developing countries have adopted new wheat production techniques to expand food supplies, but opportunities for raising output further and improving farmers' livelihoods remain great. In this book, three internationally recognized experts associated with the International Center for Maize and Wheat Improvement (CIMMYT) address decision makers in developing countries and international agencies, providing essential information about the prospects for increasing wheat productivity. The authors examine the characteristics of the wheat plant as a crop and as a food, explore recent scientific findings related to producing and handling the crop and suggest important areas for future research. They also look at specific wheat production problems and potentials in eight countries and propose means of organizing and operating an effective national wheat program. The book closes with a forecast of the outlook for food, wheat, and population to the end of the century.

Book excerpt: In February 1987, the Government of Pakistan (GOP) abolished the wheat ration shop system. Started as a food rationing program during World War II in colonial India, it had degenerated by the 1980s into a wasteful corrupt system that failed to reach the poor. Why did it take so long for this monument to come tumbling down? Was this simply fortuitous, or was it a well-planned and timed demolition? Our findings suggest that IFPRI research on this issue, commissioned and conducted in Pakistan, played a key role in this historic decision. A case study of this decision represents one means by which IFPRI can gauge the impact of its work on policy choices. In order to understand IFPRI's contribution to the outcome, this paper looks closely at how the information was produced, communicated, and used in the policymaking process leading to the decision. This analysis can suggest whether, and how, IFPRI's work mattered in the final decision to eliminate the ration shops, and provide lessons about what IFPRI can do to increase both the relevance and impact of its research activities. Understanding how information is used in policymaking at the country-level should also provide valuable insights that can be applied when analyzing the impact of research at the regional or international level, a hallmark of IFPRI's research strategy. This case study is also important because it is one of the few attempts to identify a particular body of IFPRI research and trace its use by policymakers in the decisionmaking process.

Book excerpt: While policy makers, media, and the international community focus their attention on Pakistan’s ongoing security challenges, the potential of the rural economy, and particularly the agricultural sector, to improve Pakistanis’ well-being is being neglected. Agriculture is crucial to Pakistan’s economy. Almost half of the country’s labor force works in the agricultural sector, which produces food and inputs for industry (such as cotton for textiles) and accounts for over a third of Pakistan’s total export earnings. Equally important are nonfarm economic activities in rural areas, such as retail sales in small village shops, transportation services, and education and health services in local schools and clinics. Rural nonfarm activities account for between 40 and 57 percent of total rural household income. Their large share of income means that the agricultural sector and the rural nonfarm economy have vital roles to play in promoting growth and reducing poverty in Pakistan.

Book excerpt: The overall objective of this volume is to show the impact of farming systems research (FSR) activities in Ethiopia on agricultural research and on the development of technologies and policies for small-scale farmers. The work reported is based on research conducted by scientists at the Institute of Agricultural Research, in collaboration with staff from the International Maize and Wheat Improvement Center (CIMMYT), the International Center for tropical Agriculture (CIAT) and the International Livestock Center for Africa (ILCA). Ethiopia is one of the few developing countries where FSR activities have been institutionalized and have had and important influence on the development of new technologies for farmers. Consequently, the research results, as well as the policy analysis, methodology and the institutionalization process, will be relevant to all researchers and change agents concerned with the developing world, whether they be economists, policy makers or administrators.
