This book was released on 2013-06-24 with total page 160 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report looks at progress on improving accessibility since 2003 and ways of improving accessibility. Problems with transport provision and the location of services can reinforce social exclusion by preventing people from accessing key local services and undermines government policies to tackle worklessness, increase participation in education, reduce crime and narrow health inequalities. Insufficient progress has been made since the 2003 Social Exclusion Unit's Making the Connections report, many findings of which are relevant today. There is evidence that accessibility is worsening, driven by tight budgets in central and local government. Accessibility statistics show travel times to key services steadily increasing over time, particularly for access to hospitals. The Department for Transport needs to focus more closely on improving accessibility as well as on supporting the economy. Existing transport funding could be better coordinated and directed to 'accessibility'-focused initiatives, which will have a swifter impact on people's well-being than large infrastructure projects. The social value of transport and accessibility needs to be explicitly considered in policy-making and in the planning system and should no longer be seen as a second-order criterion. The Committee believes it will take time for any improvements to make a noticeable difference. Their recommendations focus on improving how government operates rather than funding. Central government cannot abdicate its role in coordinating action across departmental silos and helping local authorities and service providers to share best practice. Accessibility planning, introduced by Making the Connections, has had limited success and needs to be re-energised.

Book excerpt: The National Science and Technology Council (NSTC) is conducting a comprehensive review of federal research and development (R & D) activities. To conduct the R & D review in the area of transportation, NSTC has established the Committee on Transportation Research and Development. The committee requested that the Transportation Research Board (TRB) convene a special forum to gather input from a group that broadly represents transportation providers and customers of new transportation technology and concepts. More than 170 representatives from the scientific and engineering community, the private sector, Congress, state and local government, academia, and transportation stakeholders participated in this forum. The objectives of the forum were to (a) obtain input from various segments of the transportation community on their particular federal R & D needs, (b) define an approach for the systematic and objective evaluation of R & D strategies and priorities, and (c) solicit comments and perspectives on a prepublication version of the Strategic Planning Document, prepared by the NSTC committee. This publication contains the proceedings of the forum. It is organized as follows: Executive Summary; Chairman's Remarks; Plenary Sessions; Breakout Sessions; Closing Remarks; and Appendix.

Available in PDF, EPUB and Kindle. Book excerpt: The future of disability in America will depend on how well the U.S. prepares for and manages the demographic, fiscal, and technological developments that will unfold during the next two to three decades. Building upon two prior studies from the Institute of Medicine (the 1991 Institute of Medicine's report Disability in America and the 1997 report Enabling America), The Future of Disability in America examines both progress and concerns about continuing barriers that limit the independence, productivity, and participation in community life of people with disabilities. This book offers a comprehensive look at a wide range of issues, including the prevalence of disability across the lifespan; disability trends the role of assistive technology; barriers posed by health care and other facilities with inaccessible buildings, equipment, and information formats; the needs of young people moving from pediatric to adult health care and of adults experiencing premature aging and secondary health problems; selected issues in health care financing (e.g., risk adjusting payments to health plans, coverage of assistive technology); and the organizing and financing of disability-related research. The Future of Disability in America is an assessment of both principles and scientific evidence for disability policies and services. This book's recommendations propose steps to eliminate barriers and strengthen the evidence base for future public and private actions to reduce the impact of disability on individuals, families, and society.

Book excerpt: As recently as the summer of 2001, many travelers were dreading air transportation because of extensive delays associated with undercapacity of the system. That all changed on 9/11, and demand for air transportation has not yet returned to peak levels. Most U.S. airlines continue to struggle for survival, and some have filed for bankruptcy. The situation makes it difficult to argue that strong action is urgently needed to avert a crisis of undercapacity in the air transportation system. This report assesses the visions and goals for U.S. civil aviation and technology goals for the year 2050.

Book excerpt: It is probably true, as the editor of these essays and studies by Ragnar Frisch points out, that the majority of economists are not well aware of the contributions made to their discipline by Frisch. This certainly does not apply, however, to econometricians. In fact, Frisch was one of the founding fathers of the Econometric Society and, for the first decade of its existence, its recognized leader in Europe. The annual European meetings were inspired by his enthusiasm, his unprecedented didactic talents and his amazingly diversified contributions. It is also clear that those members of the Swedish Academy of Sciences who selected candidates for the Nobel Memorial Prize in Economic Science, were fully aware of Ragnar Frisch's pathbreaking work when they decided to award him that famous Prize. While much of Frisch's earlier work has been published, in his later years of activity he harqly took the time to shape the results of his work in an optimal way for wider circulation. Although an impressively lucid writer, he evidently gave priority to solu tions of some of the planning problems he was involved in rather than to formulating them in the characteristically crystal-clear and well-structured expositions of earlier years. I very much welcome, therefore, Dr Long's initiative to make available to a wider public within the profession some of the few texts Frisch himself produced, probably under pressure from his immediate friends and col leagues.
