Available in PDF, EPUB and Kindle. Book excerpt: Transformation has become a buzz word in today's military, but what are its historical precursors—those large scale changes that were once called Revolutions in Military Affairs (RMA)? Who has gotten it right, and who has not? The Department of Defense must learn from history. Most studies of innovation focus on the actions, choices, and problems faced by individuals in a particular organization. Few place these individuals and organizations within the complex context where they operate. Yet, it is this very context that is a powerful determinant of how actions are conceived, examined, and implemented, and of how errors are identified and corrected. The historical cases that Mandeles examines reveal how different military services organized to learn, accumulate, and retrieve knowledge; and how their particular organization affected everything from the equipment they acquired to the quality of doctrine and concepts used in combat. In cases where more than one community of experts was responsible for weighing in on decisionmaking, the service benefited from enhanced application of evidence, sound inference, and logic. These cases demonstrate that, for senior leadership, participating in such a system should be a strategic and deliberate choice. In each of the cases featured in this book, no such deliberate choice was made. The interwar U.S. Navy (USN) aviation community and the U.S. Marine Corps amphibious operation community were lucky that, in a time of rapid technological advance and strategic risk, their decisions in framing and solving technological and operational problems were made within a functioning multi-organizational system. The Army Air Corps and the Royal Marines were unfortunate, with corresponding results. It is characteristic of 20th-century military history that no senior civilian or military leader suggested a policy to handle overlapping responsibilities by multiple departments. Today's policymakers have not learned this lesson. In the present time, while a great deal of thought is devoted to proper organizational design and the numbers of persons required to perform necessary functions, there is still no overarching framework guiding these designs.

Book excerpt: A seminal collection of essays, addressing such questions as the evolving roles of civil servants, the education and training of civil servants, and the ways to balance civil servants’ expertise with respect for democratic governance This collection of essays highlights the “peculiarly American” issues of public administration ranging from 1870 to 1974, when they were first published. Every contributor was assigned a period of American history and given the opportunity to write on what he or she deemed the most important or relevant concern of that period. This method, employed for this book and the connected National Association of Schools of Public Affairs and Administration conference, resulted in a wide-reaching, if eclectic, collection. Supplanted by Mosher’s impressive summarization of the field throughout the years, the book still holds prominence as a source for scholars, workers, and students alike in public administration. The essays raise such issues as the education of civil servants, the changes necessitated by crises, the growth of social sciences in governmental concerns, and primarily, the role of public administrators in America. Each author is a distinguished expert in his own right, and each essay can stand alone as a remarkable insight into the changing world of public administration within American society. Frederick Mosher’s expertise and supervision shapes this work into a remarkable and holistic perspective on public administration over time.

Available in PDF, EPUB and Kindle. Book excerpt: Bureaucratic Failure and Public Expenditure was written to address the question: Once a law is passed, under what conditions will the bureaucracy fail to give the political leaders exactly what they ordered? The book deals explicitly with the federal government of the United States. Certain aspects of the theory could be applied to other large organizations or to other governments and times, but these are separate task. The book is organized into three parts. Part I is based on a literature survey that roams widely through economics, political science, sociology, public administration, and various related bodies of knowledge. Although much of this was unfamiliar terrain for an economist, the route was defined by the objective of identifying the conditions predisposing to failure. Part II contains 11 brief case studies that are based on reports by the United States General Accounting Office. Relying on this source permitted coverage of a broad selection of the nonmilitary activities of the government. Part III reexamines the hypotheses developed from the literature in the light of the cases and other studies of implementation. The final chapter consists of the author's reflections on the implications of bureaucratic failure.

Book excerpt: Over the course of a career that stretched from the early 1920s through the late 1970s, David Eli Lilienthal (1899-1981) became a larger-than-life symbol of American liberalism. Born in Morton, Illinois to Jewish immigrants from what later became Czechoslovakia, Lilienthal attended DePauw University and Harvard Law School. After practicing labor and public utility law in Chicago, Governor Philip La Follette appointed him to the Wisconsin Public Service Commission in 1931. In 1933, President Roosevelt appointed Lilienthal as one of three founding directors of the Tennessee Valley Authority. In 1946, President Truman appointed him as the first chairman of the Atomic Energy Commission. Lilienthal left public service in 1950 but continued applying the TVA concept of coordinated development, including dams, irrigation, flood control and electric generation via his consulting firm, Development and Research Corporation, which operated internationally, including in Iran under the Shah. “This biography is a study of a fascinating man who, in his long career, embodied the achievements and tragedy of mid-century American liberalism. The author has mastered his sources and produced a wonderful portrait of a man and his times.” —Erwin C. Hargrove, Vanderbilt University “Steven Neuse’s biography of David Lilienthal fills an important gap in the history of twentieth-century American liberalism. It is a perceptive analysis of a complex character.” — William Bruce Wheeler, University of Tennessee “[A] well-written, exhaustively researched, and balanced perspective of [Lilienthal]... Steven Neuse has written one of the best studies to date on a prominent twentieth-century American and one that will be cited for many years to come.” — Michael V. Namorato, University of Mississippi, Journal of American History “In this exemplary biography, [Neuse] illuminates Lilienthal’s road to influence... This book merits the attention of all serious students of 20th-century American democracy.” — M. J. Birkner, Gettysburg College, Choice “Neuse offers a superbly crafted discussion of Lilienthal’s time as TVA commissioner... [and] traces the evolving controversies and achievements of TVA with exemplary clarity... [A] wise and wide ranging book. Based on an enviable command of private papers, personal interviews, and government documents, it is incomparably the finest existing study of this complicated and remarkable American and of absorbing interest to anyone interested in the New Deal, atomic politics, or the travails of American liberalism at home and abroad in the late twentieth century.” — Georgia Historical Quarterly “[A] splendidly perceptive analysis of this consummate bureaucratic politician and liberal who managed constructive programs in a destructive world.” — Journal of East Tennessee History “[A] quite readable biography based on enormous research... [this] book is important and deserves a wide readership.” — Howard P. Segal, University of Maine, Nature “Neuse has performed a very important service in providing scholars with a ‘life and times’ chronicle of Lilienthal... Neuse’s account is impressively researched, his prose admirably lucid... Neuse’s study stands as proof that narrative biography is still a vibrant scholarly enterprise.” — Gregory Field, University of Michigan, Technology and Culture “This is a well-written, extensively documented, informative narrative on a fascinating man...” — John Minton, Western Kentucky University, Tennessee Historical Quarterly “Steven Neuse’s exhaustive study of David Lilienthal is the much-needed and definitive biography of a highly significant figure, the very personification of American liberalism and grassroots democracy. All twentieth-century scholars must master it, and the general reader will be fascinated by this sensitive tale of a tortured crusader who dreamed so expansively and felt so deeply.” — Roy Talbert, Jr., Coastal Carolina University
