Book excerpt: The Iraqi Popular Mobilization Units has recently completed its transformation from a loose coalition of militant group groups to a semi-state actor, entrenched in Iraqi state institutions thanks to the large victory of a number of its leaders in the recent Iraqi elections under the label of the Fateh Coalition. The PMU emerged in 2014 when it conglomerated a number of substrate armed groups under the banner of the Hashd al-Shaabi at the behest of the prime minister, Nouri Maliki Al-Maliki and after a call by the country’s highest Shiite cleric, Ayatollah Ali Sistani, to fight the escalating terror of the so-called caliphate. The emergence of this new non-state armed actor in a country was sectarian rivalries are historically high and where power centers are traditionally weak triggered a large debate within the think tank world, with many experts labeling the PMU as an Iranian proxy. However, this report will show that while a segment of the PMU falls within Iran’s larger regional security program, a Hezbollization as a whole of the PMU will represent a challenge for Iran due to local Iraqi dynamics, the financial and ideological independence and new-found pragmatism shown by influential Iraqi figures and the competition within the pro-Iran militant groups. Based on a series of interviews with PMU commanders in Iraq and local and international experts, this report will look at the evolution of the PMU and the impact of its integration within the state apparatus.

Book excerpt: In the immediate aftermath of the 2007 "Surge" of American troops in Iraq, the defeat of al-Qaeda in Iraq (AQI) in Anbar Province was widely hailed as one of America's signature victories. US Marines and soldiers fought for years there, in grinding battles such as Fallujah and Ramadi that define the experience of Iraq. Eventually, the fractious tribal sheiks in that province, with the help of American troops, united in an "Awakening" that dealt AQI a stunning defeat. The Awakening's success argued that the United States could intervene in a war-torn country and, with the right strategy, bring stability and peace. It seemed to exemplify snatching victory from the jaws of defeat. A decade later, the situation in Anbar Province is dramatically different. In 2014, much of Anbar fell to the AQI's successor organization, the Islamic State, which swept through the region with shocking ease. In Illusions of Victory, Carter Malkasian looks at the wreckage to explain why the Awakening's initial promise proved misleading and why victory was unsustainable. Malkasian begins by tracing the origins of the Awakening, then turns his attention to what happened in its wake. After the United States left, Iraq's Shi'a government sidelined Sunni leaders throughout the country. AQI, brought back to life as the Islamic State, expanded in northern and western Iraq and quickly found a receptive audience among marginalized Sunnis. In short order, the progress that had resulted from the Awakening fell apart. Malkasian draws many lessons from Anbar. Chief among them, the most stunning of victories may not last. The fact that the leading model of success fell apart severely damages the idea that the United States can send the military to a country for a few years and create lasting peace. Even the most successful example was bound to deeper social, sectarian, and religious forces insensitive to temporary boots on the ground. From today's perspective, rather than decisive success, Anbar exemplifies how intervention itself is a costly, long-term project. The most brilliant victory could not escape this wisdom.

The Fallout of War: The Regional Consequences of the Conflict in Syria identifies the impact of the Syrian conflict on economic and social outcomes in Iraq, Jordan, and Lebanon. It combines a large number of data sources, statistical approaches, and a suite of economic models to isolate the specific impact of the Syrian conflict from that of global and regional factors, and it explicitly analyzes the mechanisms through which such an impact is manifested. The analysis suggests that a persistent short-termism in policy making has so far propagated the shock emanating from the Syrian conflict, which led to costly and ineffective service provision, lost economic opportunities, and underfunded programs. The report advocates for a fundamental shift from the short-term mitigation policies to a medium-term regional strategy to address pertinent structural problems. It sought to engage Iraqi society in ways that would defeat any challenge to that state building project and U.S. guidance of it. Eric Herring and Glen Rangwala argue that state building in Iraq has been crippled less by preexisting weaknesses in the Iraqi state, Iraqi sectarian divisions or U.S. policy mistakes than by the fact that the US has attempted-with only limited success-to control the parameters and outcome of that process. They explain that the very nature of U.S. state-building in Iraq has created incentives for unregulated local power struggles and patron-client relations. Corruption, smuggling, and violence have resulted. The main legacy of the US-led occupation, the authors contend, is that Iraq has become a fragmented state-that is, one in which actors dispute where overall political authority lies and in which there are no agreed procedures for resolving such disputes. As long as this is the case, the authority of the state will remain limited.
