Yet, in 1970, experts would have predicted that L.A. would outpace San Francisco in population, income, economic power, and influence. The usual factors used to explain urban growth—luck, immigration, local economic policies, and the pool of skilled labor—do not account for the contrast between the two cities and their fates. So what does? The Rise and Fall of Urban Economies challenges many of the conventional notions about economic development and sheds new light on its workings. The authors argue that it is essential to understand the interactions of three major components—economic specialization, human capital formation, and institutional factors—to determine how well a regional economy will cope with new opportunities and challenges. Drawing on economics, sociology, political science, and geography, they argue that the economic development of metropolitan regions hinges on previously underexplored capacities for organizational change in firms, networks of people, and networks of leaders. Rising inequalities lead to rising levels of socio-economic segregation almost everywhere in the world. Levels of inequality and segregation are higher in cities in lower income countries, but the growth in inequality and segregation is faster in cities in high-income countries. This is causing convergence of segregation trends. Professionalisation of the workforce is leading to changing residential patterns. High-income workers are moving to city centres or to attractive coastal areas and gated communities, while poverty is increasingly suburbanising. As a result, the urban geography of inequality changes faster and is more pronounced than changes in segregation levels. Rising levels of inequality and segregation pose huge challenges for the future social sustainability of cities, as cities are no longer places of opportunities for all.

Kim reexamines the rise of Los Angeles from a small town to a global city against the backdrop of the U.S.-Mexico borderlands, Gilded Age economics, and American empire. It is a far-reaching transnational history, chronicling how Los Angeles boosters transformed the borderlands through urban and imperial capitalism at the end of the nineteenth century and how the Mexican Revolution redefined those same capitalist networks into the twentieth. Kim draws on archives in the United States and Mexico to argue that financial networks emerging from Los Angeles drove economic transformations in the borderlands, reshaped social relations across wide swaths of territory, and deployed racial hierarchies to advance investment projects across the border. However, the Mexican Revolution, with its implicit critique of imperialism, disrupted the networks of investment and exploitation that had structured the borderlands for sixty years, and reconfigured transnational systems of infrastructure and trade. Kim provides the first history to connect Los Angeles's urban expansionism with more continental and global currents, and what results is a rich account of real and imagined geographies of city, race, and empire.
