This book was released on 2009-07-17 with total page 416 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Barnett Formula is the mechanism used by the United Kingdom Government to allocate more than half of total public expenditure in Scotland, Wales and Northern Ireland. The Formula has been used for the last thirty years to determine the annual increase in allocation (the increment). Each year these increments are added on to the previous year's allocation (the baseline) to create what is now a significant block grant of funds. The Formula accounted for almost £49 billion of public spending in 2007-08. Despite the political changes within the United Kingdom the Formula has continued to be used and has never been reviewed or revised. The Formula was only intended to be a short term measure and should no longer be. A UK Funding Commission should be established to assess relative need in the UK's regions and advise on a new method of distributing funding to reflect those needs. The baseline has never been reviewed to take account of changing population patterns; this means that the grant provides funds without reference to the needs of each of the countries and regions of the UK. There should be a link between the grant of funds made to each of the administrations and their actual per capita funding needs. The Committee's research suggests that England and Scotland have markedly lower overall needs per head of population than Wales and Northern Ireland. The Committee suggest that the UK Funding Commission undertake an assessment of relative need now and in the future and that they undertake periodic reviews as well as publish annual data about the allocation of funding between the devolved administrations.

Available in PDF, EPUB and Kindle. Book excerpt: The question of how to organize and manage sustainable regional development has recently come to the fore in many places across the industrialized countries of Central and Western Europe, and especially within the European Union (EU). This book looks at the home-grown natural, economic and social, socio-political, political and administrative conditions which policy makers face, while also being subjected to numerous external influences. Political actors in less important EU regions attempt to create and implement strategies of regional development in the context of regional policy-making by EU institutions, national governments and the globalization process.

Available in PDF, EPUB and Kindle. Book excerpt: The Sources and Nature of the Statistics of the United Kingdom, produced under the auspices of the Royal S~atistical Society and edited by Maurice Kendall, filled a notable gap on the library shelves when it made its appearance in the early post-war years. Through a series of critical reviews by many of the foremost national experts, it constituted a valuable contemporary guide to statisticians working in many fields as well as a bench-mark to which historians of the development of Statistics in this country are likely to return again and again. The Social Science Research Council* and the Society were both delighted when Professor Maunder came forward with the proposal that a revised version should be produced, indicating as well his willingness to take on the onerous task of editor. The two bodies were more than happy to act as co-sponsors of the project and to help in its planning through a joint steering committee. The result, we are confident, will be judged a worthy successor to the previous volumes by the very much larger 'statistics public' that has come into being in the intervening years. Mrs SUZANNE REEVE Mrs EJ. SNELL Secretary Honorary Secretary Economic and Social Research Council Royal Statistical Society *SSRC is now the Economic and Social Research Council (ESRC). vii MEMBERSHIP OF JOINT STEERING COMMITTEE (November 1986) Chairman: Miss S. Book excerpt: Should rural Britain be preserved from urban development, or should people be allowed to live and shop where they want? In the face of continued urban expansion the countryside has become a major issue, its future development uncertain. Countryside Planning addresses these concerns and provides an in-depth study of the rural debate. Beginning with the key concepts and issues, the author sets out the context in which planning operates and how society has constructed its own images of the countryside. Using three theoretical perspectives the book decsribes the evolution of the current planning system and provides a basis for further discussion about the possible future for the countryside. In the wake of the recent Rural White Paper, the book includes the major issues that affect contemporary rural Britain including the current reforms of the CAP, the role of farmers as land managers, and the hypocrisy of sustainable and green tourism. Using boxed policy summaries throughout the text, as well as key question and answer sections in every chapter, the author treats policy and trends across the whole spectrum of countryside planning. Countryside Planning is an in-depth and authoritative analysis of rural policy and makes an important contribution to the countryside planning debate and the future of rural Britain.
