Book excerpt: This book explains how postwar Japan managed to achieve a highly egalitarian form of capitalism despite meager social spending. Estevez-Abe develops an institutional, rational-choice model to solve this puzzle. She shows how Japan's electoral system generated incentives that led political actors to protect various groups that lost out in market competition. She explains how Japan's postwar welfare state relied upon various alternatives to orthodox social spending programs. The initial postwar success of Japan's political economy has given way to periods of crisis and reform. This book follows this story up to the present day. Estevez-Abe shows how the current electoral system renders obsolete the old form of social protection. She argues that institutionally Japan now resembles Britain and predicts that Japan's welfare system will also come to resemble Britain's. Japan thus faces a more market-oriented society and less equality.

Available in PDF, EPUB and Kindle. Book excerpt: The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 fundamentally changed the nation's social welfare system, replacing a federal entitlement program for low-income families, called Aid to Families with Dependent Children (AFDC), with state-administered block grants, the Temporary Assistance for Needy Families (TANF) program. PRWORA furthered a trend started earlier in the decade under so called "waiver" programs-state experiments with different types of AFDC rules-toward devolution of design and control of social welfare programs from the federal government to the states. The legislation imposed several new, major requirements on state use of federal welfare funds but otherwise freed states to reconfigure their programs as they want. The underlying goal of the legislation is to decrease dependence on welfare and increase the self-sufficiency of poor families in the United States. In summer 1998, the Office of the Assistant Secretary for Planning and Evaluation (ASPE) of the Department of Health and Human Services (DHHS) asked the Committee on National Statistics of the National Research Council to convene a Panel on Data and Methods for Measuring the Effects of Changes in Social Welfare Programs. The panel's overall charge is to study and make recommendations on the best strategies for evaluating the effects of PRWORA and other welfare reforms and to make recommendations on data needs for conducting useful evaluations. This interim report presents the panel's initial conclusions and recommendations. Given the short length of time the panel has been in existence, this report necessarily treats many issues in much less depth than they will be treated in the final report. The report has an immediate short-run goal of providing DHHS-ASPE with recommendations regarding some of its current projects, particularly those recently funded to study "welfare leavers"-former welfare recipients who have left the welfare rolls as part of the recent decline in welfare caseloads.

Available in PDF, EPUB and Kindle. Book excerpt: With its highly centralized politi苞al institutions, Israel is typical of the unitary, nonfederal politi苞al systems in the world. On the other hand, with its growing em計hasis on federalism, the United States reveals the functions and dysfunctions of the pluralist sysè² em. In this provocative book, Frederick Lazin compares the two types of political systems to show how municipalities in Is訃ael, as in the United States, ex苟rt considerable influence on implementation of national doè¡«estic policies. He argues conèµ³incingly that unitary systems have many of the same diffi苞ulties that their federal counè² erparts have in implementing social welfare policies. This study provides a the觔retical basis for understanding how administrative institutional system and socioeconomic staè² us variables affect the potential influence of municipalities and make implementation of policies so problematic. It develops a model for policy implementation in unitary systems which then serves as a framework of analy貞is for a series of case studies of social welfare, education, and health policy in Israel. Com計arisons are then made with the federal political system of the United States in which the naè² ional government needs the cooperation of local authorities to implement its policies. Refer苟nce is made to federal housing policies and programs for low-in苞ome Americans. Similarities as well as differences are noted beè² ween the two systems in order to reach conclusions about pol虹cy implementation regardless of type of political system. The book contributes both to the general literature on policy implementation as well as to the politics of unitary versus federal systems. It provides a unique and important analysis of prob衍ems confronting both types of system in the area of policy im計lementation of social welfare programs, which remain imporè² ant concerns in political sysè² ems throughout the world.

Book excerpt: Leading scholars examine how the church, community organizations, and the government must work together to provide for America's poor in the aftermath of welfare reform. . Who will provide for Americas children, elderly, and working families? Not since the 1930s has our nation faced such fundamental choices over how to care for all its citizens. Now, amid economic prosperity, Americans are asking what government, business, and non-profit organizations can and can’t do and what they should and shouldn’t be asked to do. As both political parties look to faith-based organizations to meet material and spiritual needs, the center of this historic debate is the changing role of religion. These essays combine a fresh perspective and detailed analysis on these pressing issues. They emerge from a three-year Harvard Seminar sponsored by the Center for the Study of Values in Public Life that brought together scholars in public policy, government, religion, sociology, law, education, and non-profit leadership. By putting the present moment in broad historical perspective, these essays offer rich insights into the resources of faith-based organizations, while cautioning against viewing their expanded role as an alternative to the government’s responsibility. In Who Will Provide? community leaders, organizational managers, public officials, and scholars will find careful analysis drawing on a number of fields to aid their work of devising better partnerships of social provision locally and nationally. It was named a Choice Outstanding Academic Book of 2001..
