They also provide a new accounting framework for measuring wealth stocks and flows. These conceptual frameworks are employed in case study chapters on measuring rural wealth and on rural wealth creation strategies. Rural Wealth Creation makes numerous contributions to research on sustainable rural development. Important distinctions are drawn to help guide wealth measurement, such as the difference between the wealth located within a region and the wealth owned by residents of a region, and privately owned versus publicly owned wealth. Case study chapters illustrate these distinctions and demonstrate how different forms of wealth can be measured. Several key hypotheses are proposed about the process of rural wealth creation, and these are investigated by case study chapters assessing common rural development strategies, such as promoting rural energy industries and amenity-based development. Historical interventions to redress its rampant manifestation, especially in Sub-Saharan Africa, very much remain a serial flaw of misplacements in the hands of wrong architects and premised on the unholy misconception that aid will lead to both poverty alleviation and economic development of Africa. Looking at the historical landscape of the poverty debate in Sub-Saharan Africa, one cannot help but notice the silence or scarce mention of entrepreneurship as the engine for growth in the alleviation of extreme poverty. Therefore the Africa Redemption International Conference (ARIC) was conceived from the premise of a long and hard look at the serial and regrettable failures of the three salient beaten-trek interventions of Structural Adjustment Programs (SAPS), Poverty Reduction Strategies (PRS) and the Millennium Development Goals (MDGs). Earlier interventions focused more on economic growth and paid little attention to social development. With the advent of MDGs, attention somewhat shifted towards resulting in poverty being reduced by more than half between 1990 and 2015. Critical success factors including infrastructure development, domestic resource mobilization, and institutional capacity building, among others, have largely been overlooked by most of these instruments. The architecture of poverty reduction strategies has, for far too long, been the work of foreign agents with little, if any, of Africans themselves. It is generally on this very basis that the ARIC Conference was convened with the objectives to: a. Bring academics, practitioners and policy-makers into one unique place to deliberate on issues that keep Africa behind any other parts of the world in emerging out of poverty. b. Allow policymakers to chart a way forward and share that with the broader body of light-minded Africans who want to seriously take the country of scourges of poverty c. Allow academics to analyze, articulate and recommend what they perceive Africa needs to do in order to overcome its stagnation that has earned its Mantra of a Dark Continent. d. Invite development activist in the world and Africa, in particular, to share their isolated experiences with a broader community of stakeholders willing to amplify their good practice efforts to other parts of Africa where they are needed most. e. Showcase domestic innovators of all sorts

Because poor areas can benefit from technical and organizational innovations made elsewhere in the world, it is possible today to create productive jobs faster and in greater quantity than ever before. The puzzle is what helps spread such "best practices." Saving, investment, education, resources, and new technology are all needed-and fairly easy to obtain. What is hard to obtain are the institutions that allow these factors of production to be combined and translated into productive job creation. Firms are the key vehicles that spread best practices and productive jobs to areas where poor people live. Because we can never be sure which firm will be successful, it is necessary that new firms can enter markets, that substandard firms are allowed to fail, and that good firms face few barriers to growth. This is the definition of competition, and competition is what selects good firms and thus drives the spread of best practice and productive jobs. Governments need to provide the framework in which capable firms can emerge. Yet, the right mix of state activity and how it best interacts with firms are not fully understood. Some selection mechanism, which allows for policy experiments and selects successful ones, is valuable for national, provincial, and local governments. Thus competition among jurisdictions and firms is an integral part of dynamic social systems that hold promise for creating wealth and ending poverty.

Book excerpt: Over the past three decades, average household wealth in the United States has declined among all but the richest families, with a near 80 percent drop among the nation's poorest families. Although the national debate about inequality has focused on income, it is wealth—the private assets amassed and passed on within families—that provides the extra economic cushion needed to move beyond mere day-to-day survival. Assets for the Poor is the first full-scale investigation into the importance of family wealth and the need for policies to encourage asset-building among the poor. Assets for the Poor shows how institutional mechanisms designed to encourage acquisition of capital and property favor middle-class and high-income families. For example, the aggregate value of home mortgage tax deductions far outweighs the dollar amount of the subsidies provided by Section 8 rental vouchers and public housing. Banking definitions of creditworthiness largely exclude minorities, and welfare rules have made it nearly impossible for single mothers to accumulate savings, let alone stocks or real estate. Due to persistent residential segregation, even those minority families who do own homes are often denied equal access to better schools and public services. The research in this volume shows that the poor do make use of the assets they have. Cash gifts—although small in size—are frequent within families and often lead to such positive results as homebuying and debt reduction, while tangible assets such as tools and cars help increase employment prospects. Assets for the Poor examines policies such as Individual Development Account tax subsidies to reward financial savings among the poor, and more liberal credit rules to make borrowing easier and less costly. The contributors also offer thoughtful advice for bringing the poor into mainstream savings institutions and warn against developing asset building policies at the expense of existing safety net programs. Asset-building for low-income families is a powerful idea that offers hope to families searching for a way out of poverty. Assets for the Poor challenges current thinking regarding poverty reduction policies and proposes a major shift in the way we think about families and how they make a better life.
