Available in PDF, EPUB and Kindle. Book excerpt: An illuminating account of Russia’s attempts—and failures—to achieve great power status in Asia. Since Peter the Great, Russian leaders have been lured by opportunity to the East. Under the tsars, Russians colonized Alaska, California, and Hawaii. The Trans-Siberian Railway linked Moscow to Vladivostok. And Stalin looked to Asia as a sphere of influence, hospitable to the spread of Soviet Communism. In Asia and the Pacific lay territory, markets, security, and glory. But all these expansionist dreams amounted to little. In We Shall Be Masters, Chris Miller explores why, arguing that Russia’s ambitions have repeatedly outstripped its capacity. With the core of the nation concentrated thousands of miles away in the European borderlands, Russia’s would-be pioneers have always struggled to project power into Asia and to maintain public and elite interest in their far-flung pursuits. Even when the wider population professed faith in Asia’s promise, few Russians were willing to pay the steep price. Among leaders, too, dreams of empire have always been tempered by fears of cost. Most of Russia’s pivots to Asia have therefore been halfhearted and fleeting. Today the Kremlin talks up the importance of “strategic partnership” with Xi Jinping’s China, and Vladimir Putin’s government is at pains to emphasize Russian activities across Eurasia. But while distance is covered with relative ease in the age of air travel and digital communication, the East remains far off in the ways that matter most. Miller finds that Russia’s Asian dreams are still restrained by the country’s firm rooting in Europe.

Book excerpt: When Helmuth von Moltke took over as Chief of the Prussian General Staff, the Prussian army had not fought for more than forty years. Yet within a decade and a half he had brought it to the point where it was the strongest in Europe. His successes on the battle field led to his methods being painstakingly analyzed by commentators and slavishly imitated by Western armies. His success was not only due to far sighted strategic planning, the comprehensive reorganization of the General Staff and his grasp of new technologies; it was also due to his leadership of a talented, if disparate, group of subordinates, even if some of them sometimes failed to grasp his overall intentions. This book examines these key relationships. Foremost among these was his collaboration with the able though choleric Karl Leonhard von Blumenthal; their correspondence reflected every aspect of their campaigns. He was also close to the Crown Prince, whose aide de camp he had been. Moltke was Chief of Staff to Prince Frederick Charles in Denmark in 1864; his admiration for the ‘Red Prince’ was perhaps not maintained when the latter’s caution caused problems. Albrecht von Stosch, Intendant General in 1870–1871, proved brilliantly successful when he had the chance to demonstrate his talents in the field. Edwin von Manteuffel, on whose recommendation Moltke was appointed, was at the centre of Prussian politics for a decade and a half before becoming a successful army commander in 1866, and 1870–1871. Perhaps the most talented of Moltke's subordinates was August von Goeben, a successful commander in all three wars of German unification. August von Werder never enjoyed Moltke's confidence to the same extent, but was extremely reliable. On the other hand both Eduard Vogel von Falckenstein and Karl von Steinmetz caused Moltke considerable difficulty by their stubborn disobedience of his explicit orders. Behind these relationships there existed the vital rapport which Moltke had with their Chiefs of Staff and his own general staff officers. It was on his ability to rely on these men to execute his intentions that his success ultimately depended. Theophil von Podbielski, Julius Verdy du Vernois and Paul Bronsart von Schellendorf were some of the brilliant individuals who constituted one of the most powerful teams in military history.

To engage Martin Robison Delany (1812–1885) is to wrestle with almost all the complexities and paradoxes of nineteenth-century black leadership in one public intellectual. After his previous book on Delany, senior historian Tunde Adeleke has compiled here letters, speeches, contemporary nineteenth-century newspaper articles, and reports written by and about Delany. These vital primary sources cover his Civil War and Reconstruction career in South Carolina and include key critical reactions to Delany’s ideas and writings from his contemporaries. There are over ninety documents, the vast majority not previously published. Delany remains the subject of conflicting and confusing interpretations. Adeleke indicates that Delany actually manifested complex dispositions. He presaged manifestations of the strands of both protest and compromise that would define the early twentieth-century world of Booker T. Washington and W. E. B. Du Bois. An African American abolitionist and journalist, Delany advocated for black nationalism, one of the first to do so. After working alongside Frederick Douglass to publish the North Star in the 1840s, Delany looked into establishing a settlement in West Africa. Yet during the Civil War, he served as the first African American field grade officer in the Union Army. Then he labored for the Freedmen’s Bureau in South Carolina. Delany even ran unsuccessfully for lieutenant governor as a Republican and later defected to the Democrats. These documents will prove an indispensable call and response to an unparalleled intellectual life.
