According to the first principle of the Declaration of the United Nations Conference on the Human Environment which took place in Stockholm in 1972, "man .... bears a solemn responsibility to protect and improve the environment for present and future genera tions". The United Nations again in their desire to improve the sanitation conditions allover the world decided to proclaim the period between 1981-1990 as the "International Drinking Water Supply and Sanitation Decade." Although attempts have been made by inter national organizations to prevent pollution, it is difficult to say that these attempts gave satisfactory results in developing countries. The most common reasons of failure are: a) To find solutions to their environmental problems, develop ing countries usually seek the assistance of engineers and scientists from developed countries. Many times, how ever, either out of ignorance of the local condition or due to financial motivations, these experts come out with solutions which are far from being considered as the "most appropriate." As a result, the basic objective of protecting the environment is not achieved. b) Attempts made by developed countries to "export" their wastes - especially the hazardous ones - to the developing world, is another danger - and sometimes reason of failure encountered in the field of Environmental Management.

Iron and manganese are often found in soft upland water sources associated with natural organic matter and are also commonly found in the groundwater abstracted from confined and unconfined aquifers. The presence of iron and manganese in water is one of the most frequent reasons for customers’ complaint due to aesthetic issues (yellow, brown and black or stains on laundry and plumbing fixtures). These two metals can be removed fairly readily by physico-chemical treatment. The municipal treatment systems deployed derive benefit from their larger scale, particularly in relation to control, but the processes used are less suitable for the numerous small supplies that are the most common water supplies throughout Europe, especially in rural areas. One important source of iron in drinking water is from old corroded cast-iron water mains, historically the material used most commonly in supply networks. Replacement and refurbishment is very expensive and the major challenge is how best to prioritize available expenditure. The purpose for this Best Practice Guide on the Control of Iron and Manganese in Water Supply is to give readers the broad view of a problem based on state-of-the-art compilation of the range of scientific, engineering, regulatory and operational issues concerned with the control of iron and manganese in drinking water. This emphasis on ecological quality is the principal driver for the TREES project, which is focused on both the toxicity of steel industry effluents and the reduction of this toxicity by innovative treatment techniques. Traditionally, the impact of iron and steel industry streams on the aquatic environment has been evaluated by comparing the concentration of the pollutant in the receiving water with environmental quality standards defined by current legislation. This method, unfortunately, does not provide information on how the effluent affects the biodiversity of the receiving waters. That is achieved only through ecotoxicological tests. The selection of the most suitable tests for assessing the ecotoxicity of steel works' effluents and understanding their effects on the aquatic environment has been analysed in great detail. Recently, attention has been focused on untreated/treated wastewater toxicity and on appropriate treatments to reduce this toxicity.
