Since the year 1900 there has been a ninefold increase in global carbon emissions from burning fossil fuels, and the world population has increased about 3.7 times in this century. Vast areas of forests have been destroyed, and irrigated lands now produce 40% of the food supply. Due to depletion of groundwater reserves and an increase in population, irrigated area per capita is declining. Consequently, the irrigation of additional alluvial lands is a strategic necessity for all of humankind. Much of the alluvial lands cannot be made productive without prior development of water resources through flood control, drainage, and irrigation. The production of electricity through hydropower and the production of alcohol fuel from irrigated crops, as has been practiced for many years in Brazil, can slow the increase in carbon emissions. Such diverse developments are typically not separable; rather, they must be considered as integral parts of a comprehensive development plan. The conservation of natural resources and increasing productivity of irrigated lands are also strategic necessities. Much of the current technology is highly transferable and crop yields can be significantly increased on lands already under irrigation.The authors have worked in many countries in connection with resource inventories, teaching, and the planning, development and use of irrigation as a tool for increasing production and providing employment. They have written extensively and have been honored for their achievements. They have considerable experience with everything from primitive low-technology irrigation developments to highly developed irrigation in the USA and in dozens of countries around the world. Both of the authors have dedicated their careers to teaching, research, and consulting in agricultural irrigation and water resources development and planning. Book excerpt: One of the major questions facing the western U.S. is whether irrigation water can be conserved and reallocated to help meet increasing nonagricultural water demands. This book, based on interdisciplinary research in several states, identifies and analyzes the legal, political, economic, and social issues involved in a "conserve-and transfer" strategy. After providing an overview and policy framework for considering the role of conservation in water management, the authors use case studies to illustrate, for example, why water conservation is not a neutral policy or principle (demonstrating how other legitimate values can be adversely affected by a single-purpose pursuit of conservation); the various options available for conservation; how reallocation occurs in market transactions; and the legal restrictions on the sale of conserved surplus water. Although formal market mechanisms are found to be rudimentary or lacking in most areas of the West, the authors contend that more proficient markets will evolve to measure the economic value of agricultural water. They conclude that a "conserve-and-transfer" strategy is selectively workable through the use of incentives, but that a number of tradeoffs, social concerns, and institutional constraints, which have not been adequately recognized to date, will have to be dealt with by policymakers if the strategy is to have wider application.

Many waterbirds in Kesterson National Wildlife Refuge were dying or suffering reproductive failure. Located in the San Joaquin Valley (Valley) of California, the Kesterson Reservoir (Kesterson) was used to store agricultural drainage water and it was soon determined that the probable cause of the damage to wildlife was high concen trations of selenium, derived from the water and water organisms in the reservoir. This discovery drastically changed numerous aspects of water management in California, and especially affected irrigated agriculture. In fact, the repercussions spilled over to much of the Western United States. For a century, water development for irrigation has been a religiously pursued means for economic development of the West. The primary objective of the Reclamation Act of 1902 was, purportedly, the development ofirrigation water to support family farms which, in turn, would enhance the regional economy (Worster, 1985).
