Available in PDF, EPUB and Kindle. Book excerpt: This thesis presents a state of the art review of environmental impact assessment procedures utilised in the water resources projects which have evolved over the past two decades. The methodologies employed and some of their limitations which exist and are inherent in both the planning and assessment phases of analysis are identified. The above was supplemented by an investigation of the various views of professionals currently employing the above methodologies. The review effort summarizes the relevant information obtained from the literature which is rather dynamic because of the ever evolving nature of the field. One conclusion drawn from this study is that the recent changes in water planning guidelines are but a pragmatic adaptation to the way planning actually takes place and that multiobjective methods will continue to play a role. Among suggestions offered by this author, in the case of analytical methods are needs for adapting more to the new institutional environment and for greater usage of conflict management techniques. It is believed that some of the recommendations in this thesis would serve to strengthen the process and the projects developed as part of the assessment program.

Book excerpt: This broad review of the development of US water resource policy analysis and practice offers perspectives from several disciplines: law, economics, engineering, ecology and political science. While the historical context provided goes back to the early 19th century, the book concentrates on the past 60 years and features a discussion of the difficulty that has generally been encountered in bringing the disciplines of economics and ecology into collaboration in the water resource context. The book explores the evolution of water related analytical capabilities and institutions and provides illustrations from case studies, concluding with recommendations for research, institutional change and action. Though designed to be a background textbook for interdisciplinary graduate seminars in water resources planning and management, it is accessible to interested lay readers and those who have policymaking or implementation responsibility but lack a technical background. The book will appeal to students and faculty in water policy, economics, and engineering, and in interdisciplinary programs organized around water resource problems and questions. Policy makers and general readers will also appreciate this non-technical introduction.

Book excerpt: The U.S. Army Corps of Engineers, through its civil works program, can take pride in its contributions throughout our nation's history to the development of waterways infrastructure, navigation, flood damage reduction, water resources development and protection, and environmental restoration. Many projects that have been pioneering in their concept and bold in their execution were made possible by the creativity and dedication of outstanding scientists, engineers, and builders. The Corps has always had review processes for evaluation of its planning studies and projects, with the focus often being largely on the technical aspects. In recent years, however, increased consideration of such factors as environmental impacts, economic evaluations, political pressures, and new paradigms about flood control and management has engendered increased criticism and concern that some of the Corps' studies may have led to conclusions, recommendations, and project decisions that are not adequately supported by the assumptions and analyses that were used. The focus of the report is on review of Corps of Engineers studies, with careful attention given to the need for independent, external reviews by panels of well-qualified and impartial experts for large, complex, and sensitive projects.

Available in PDF, EPUB and Kindle. Book excerpt: This book is open access under a CC BY-NC 4.0 license. This revised, updated textbook presents a systems approach to the planning, management, and operation of water resources infrastructure in the environment. Previously published in 2005 by UNESCO and Deltares (Delft Hydraulics at the time), this new edition, written again with contributions from Jery R. Stedinger, Jozef P. M. Dijkman, and Monique T. Villars, is aimed equally at students and professionals. It introduces readers to the concept of viewing issues involving water resources as a system of multiple interacting components and scales. It offers guidelines for initiating and carrying out water resource system planning and management projects. It introduces alternative optimization, simulation, and statistical methods useful for project identification, design, siting, operation and evaluation and for studying post-planning issues. The authors cover both basin-wide and urban water issues and present ways of identifying and evaluating alternatives for addressing multiple-purpose and multi-objective water quantity and quality management challenges. Reinforced with cases studies, exercises, and media supplements throughout, the text is ideal for upper-level undergraduate and graduate courses in water resource planning and management as well as for practicing planners and engineers in the field.

Book excerpt: "In one slim volume, Feldman has managed to combine a history of U.S. water policy, two in-depth case studies on the politics of water, an analysis of the institutional biases affecting U.S. water policy, and a discussion of water policy in France. Nor is that all. The opening and closing chapters of the work set this panoramic view of water policy within a normative framework derived from theorists as disparate as John Muir and John Rawls."-- Journal of Politics
