As countries progressed towards modernization, the emphasis shifted towards single-use water infrastructure, inadvertently neglecting the multifaceted nature of water demands that contribute to people's livelihoods. In developing countries, water resources management centered around large-scale irrigation and water development projects to spur economic growth. Infrastructure, institutions, policies, and practices were organized around single-use sectors. Consequently, prevailing models of water modernization unintentionally disregarded or even discouraged the acknowledgement of multiple uses.

By 2050, global population will increase from 7 billion to a staggering 9.5 billion and the demands this will place on food and water systems will inevitably push river basins over the edge. Book excerpt: Water is being transferred out of agriculture to meet the growing demand in other areas, often without an agreement of or compensation to farmers with irrigated land and water rights. Furthermore, there is a failure to recognize that irrigation systems supply water not only for the main fields, but also for domestic uses, home gardens, trees and other permanent vegetation, and livestock. Other productive uses include fishing, harvesting of aquatic plants and animals, and a variety of other enterprises such as brick making. In addition, irrigation systems can have a positive or negative effect on wildlife habitats. Thus, the withdrawal of water affects the rural household, rural economy, and the environment in a number of ways. This paper argues that to ensure efficient, equitable, and sustainable water use, to reduce poverty and improve the well-being of the community, irrigation and water resources policies need to take into account all uses and users of water within the irrigation system. The multiple uses of water in the Kirindi Oya irrigation system are examined in this paper. An interdisciplinary group of scientists have investigated a number of areas including water accounting, water quality, household water use, the valuing of water for alternative uses, and the complementarities, competition, and conflicts among uses and users.

Book excerpt: The present research aims to fill this latter gap by analyzing the experiences in the Andhi Khola Irrigation Scheme in the hills of west central Nepal. The United Mission to Nepal (UMN), in collaboration with the Department of Irrigation of His Majesty’s Government of Nepal, initiated this project in 1982. An area of 282 hectares of which only small portions received water from seasonal streams came under year-round irrigation. A distributive land reform policy was implemented in this area according to which larger farmers had to sell part of their land for resale to the landless. Moreover, the project designed and implemented a water allocation system in which everyone could earn tradable water rights (shares) through participation in construction work. In 1997, the scheme was finalized and handed over to the Andhi Khola Water Users Association (AKWUA).
