Book excerpt: The relationship between federal and state water pollution policies is revealed and assessed in this incisive volume. Focusing on Congress's statutory directions in the Federal Water Pollution Control Act of 1972 and state compliance, this study throws into relief the complex and often troubled relationship between the laws enacted by Congress and the public policies produced by state governments that implement them. Compliance at the state level can be affected and sometimes disturbed by state politics, particular policymaking processes, and the effects of federal oversight practices. As convincingly demonstrated in these pages, American water pollution policy reflects neither runaway bureaucracies nor Congressional control, but rather a complex intergovernmental process that is structured around Congress's statutory directions.

At a time when many countries are adopting new national approaches to water management, the United States still has no cohesive federal policy, and water-related authorities are dispersed across more than 30 agencies. Here, at last, is a vision for what we as a nation need to do to manage our most vital resource. In this book, leading thinkers at world-class water research institution the Pacific Institute present clear and readable analysis and recommendations for a new federal water policy to confront our national and global challenges at a critical time. What exactly is at stake? In the 21st century, pressures on water resources in the United States are growing and conflicts among water users are worsening. Communities continue to struggle to meet water quality standards and to ensure that safe drinking water is available for all. And new challenges are arising as climate change and extreme events worsen, new water quality threats materialize, and financial constraints grow. Yet the United States has not stepped up with adequate leadership to address these problems. The inability of national policymakers to safeguard our water makes the United States increasingly vulnerable to serious disruptions of something most of us take for granted: affordable, reliable, and safe water. This book provides an independent assessment of water issues and water management in the United States, addressing emerging and persistent water challenges from the perspectives of science, public policy, environmental justice, economics, and law. With fascinating case studies and first-person accounts of what helps and hinders good water management, this is a clear-eyed look at what we need for a 21st century U.S. water policy.

Book excerpt: Written for communications specialists and policy makers, this book is a penetrating examination into the rapidly changing approach of states to telecommunications regulation and planning since the divesture of AT&T in January, 1984. The editors place particular emphasis on the conjunction between the increasing state role in developing and implementing telecommunications policy and a new interest in economic development on the part of state governments. Following a discussion of the major issues surrounding telecommunications regulation and an exploration of the links between telecommunications and economic development, the experiences of nine states are considered in separate chapters. The contributors also consider telecommunications applications for improving efficiency in state governments. The result is a comprehensive look at existing trends in state telecommunications regulations regulation that will be invaluable not only to officials ans legislators, but also to students of communications policy. Each of the nine state chapters includes a profile of the state's social and economic makeup, a description of the policy environment, a statement of regulatory policy, and an analysis of the relationship between telecommunications and economic development in that state. A number of chapters also include detailed case studies -- among them a study of New York's Teleport, Nebraska's AGNET, and Washington State's 1985 Regulatory Flexibility Act. Based on their in-depth study of the nine states' experiences, the editors argue that states need to become better informed about the changing telecommunications environment and its potential for improving efficiency in state government. In addition, both planning and regulation must be more related to economic development plans than they are currently in most states. Finally, the editors conclude that traditional state regulation of telecommunications companies is inadequate for establishing policy in this increasingly complex and important area.

Available in PDF, EPUB and Kindle. Book excerpt: The resurgence of state involvement in policymaking in recent years has renewed a long-standing debate about the most effective role for states within a federal system of government. In The Dimensions of Federalism, William R. Lowry assesses and examines the responsiveness and innovation of state governments in the area of air and water pollution control policies. Building a theoretical model that demonstrates the relationship between state and federal governments, Lowry combines econometric analysis of data on all fifty states with an in-depth study of a leading state in each of four major areas of pollution policy to conclude that state policymakers will often experiment and willingly improve upon federal pollution control standards. But this willingness is tempered, he maintains, both by a fear of losing important constituents to interstate competition and by the difficulty of coordinating efforts and disseminating information without the active involvement of the federal government. Originally published in 1992, this book continues to be pertinent in a political climate that will inevitably see an increased role for states in domestic policymaking. It will be of great interest to students and scholars of American public policy, federalism, and environmental politics and policy.
