Among the urban poor, water access is compromised by poor supply infrastructure especially among informal settlers and risks such as contamination during the supply chain are imminent This book therefore seeks to close this knowledge gap by 1) generating a water resources inventory for Sub-Saharan Africa region, 2) exploring the water crises in both its urban and rural settings, 3) understanding the causatives of the crises and 4) suggesting viable solutions to manage the water challenges using named case studies. In pursuing universal service coverage, water utilities have turned to pro-poor water services to extend water services in low-income areas. This thesis discusses the use of pro-poor water services by water utilities in Kenya, with the intention of highlighting the dimensions of the approach that require attention of policy makers and practitioners when engaging with the concept. Based on the analysis of the technologies, financial and organisational arrangements associated with the pro-poor concept, this thesis shows that the use of pro-poor strategies allows water utilities to reduce the risks of servicing low-income areas while still claiming to fulfil their mandate of providing access to all in a commercially viable manner. The analysis also shows that rather than a decision of the water utility, the choice for pro-poor strategies emerges as the result of a consensus or compromise between the different actors that constitute the broader institutional environment in which water utilities operate. The thesis concludes that while pro-poor water services may serve the interests of water utilities and other stakeholders, in the absence of well-directed subsidies and proper monitoring they will not result in low-income households benefiting from more affordable and reliable access to water.

In Privatizing Water, Karen Bakker focuses on three questions: Why did privatization emerge as a preferred alternative for managing urban water supply? Can privatization fulfill its proponents' expectations, particularly with respect to water supply to the urban poor? There are very different stages of implementing decentralization in practice. This called for research aiming to understand the following questions: (i) why do some water agencies succeed more than others? (ii) What are the variables involved in such reform process? (iii) which variables have a positive or a negative impact on the implementation of decentralization processes? (iv) Which variables could be affected by policy interventions, and how? This study aimed to answer these questions through the following objectives: (i) analyze the factors that have potentially affected the results of decentralization process in SSA basins, and (ii) analyze the performance of decentralization process in SSA basins. Qualitative and quantitative approaches were used. The main findings are that water scarcity is a major stimulus to reform; water user associations, if not well prepared and trained, may deter the decentralization process; and being part of an existing treaty over an international basin helps foster the process. Conditions improving decentralization performance include: scarcity of water resources, longer period of implementation, bottom-up creation, and appropriate budgetary support.
