It argues that achieving sustainable economic development is irretrievably tied to the security of the water–energy–food nexus, which is in turn essential for bringing about sustained peace. Further, it discusses various approaches to achieving these lofty objectives, and offers the following take-away messages: The Arab region is currently under considerable water stress, and the situation will continue to get worse with a number of global changes – most notably those related to climate and regional water distribution. Viable solutions are available in the Arab region and can be implemented through innovative policies, judicious use of new technologies, and stimulating public opinion. Integration across water, energy, and food sectors is obviously needed but achieving it in practice is extremely challenging. There are some gaps in the scientific understanding but at the same time there is a wealth of data and synthesized information that can guide decision-making.

Book excerpt: The need for an integrated management of water resources has derived from the emerging understanding that the water crisis cannot solely be regarded as a hydrological crisis. Instead, it is frequently defined as a crisis of governance, as institutional and management scarcity are hindering a sustainable, equitable and efficient use of water resources. Integrated Water Resources Management (IWRM) is internationally accepted as a toolbox to achieve these objectives. However, implementation of the IWRM-approach is still lacking, especially in developing countries and transitional economies. This study poses the central question of what kind of governance is necessary to achieve an integrated management of water resources. Evaluating the concept from a regional perspective, three case studies have been conducted in Yemen, Jordan and Syria to identify the main governance challenges during the IWRM-process and develop strategies on how to meet them, aiming to improve the practical applicability of the theoretical framework of IWRM in the Middle East.

These include the adoption of modern water management concepts, such as integrated water resources management and forms of water governance, which are strongly promoted and sometimes also imposed by various international organizations. Transfers also occur within the scope of development aid or for the purpose of creating business opportunities. In addition, many research organisations, consultancies and governmental agencies are involved in cross-border work. The purpose of this book is therefore to present practical examples of the transfer of modern water management from one locality to another and to critically discuss the transferability of policy and governance concepts by analysing the contextual needs and factors. Case studies are included from North America, Europe, the Middle East and Asia. It is argued that in many cases context matters in water management and that there is no panacea or universal concept that can be applied to all countries or regions with different political, economic, cultural and technological contexts. Book excerpt: Arab States are among the most water scarce in the world, with nearly 362 million people in the Arab region living in conditions that range from water scarcity to absolute scarcity. The freshwater scarcity situation in the region is aggravated by several factors, such as dependency on shared water resources, occupation and conflict affecting people's ability to access water and sanitation services, climate change impacts and extreme events, water pollution, non-revenue water losses from ageing water systems, intermittency, inefficient use of water and high population growth rates. Constructing a conceptual framework for moving towards achieving water security in the Arab region requires, first, putting people at the centre of water issues, and second, a solid understanding of the main systemic conditions that hamper its achievement. The systemic conditions vary in scale and severity, and their impacts affect water security at various levels and scales. This variance in scale requires a flexible approach, but one grounded in principles that transcend scales of analysis. This report presents a conceptual framework for achieving water security in the Arab region. It considers the regional systemic conditions of water stress and scarcity, shared water and climate change that hinder the achievement of water security. This is done through a sustainable development lens, whereby water is central to the three dimensions of sustainable development, namely economic, social and environmental. This is combined with a human rightsbased approach to examine water security implications at all scales, including at the community and household level, so that water security in the Arab region is grounded in efforts to ensure that no one is left behind. It does so in view of an enabling environment, based on a set of means of implementation addressing systemic conditions at various scales.

Rainfall is not only scarce and unpredictable, but the region is also subject to frequent and severe droughts. Available surface water is declining and the over-pumping of groundwater beyond natural recharge rates is occurring, lowering the water table and causing an increase in groundwater salinity and ecological degradation. Water Demand Management (WDM) is about governance and tools that motivate people and their activities to regulate the amount and manner in which they access, use and dispose of water to alleviate pressure on freshwater supplies. It is also about protecting water quality. The development and promotion of such WDM practices, primarily for governments in the Middle East and North Africa (MENA) region, have constituted the core objectives supported by Canada's International Development Research Centre (IDRC) and its partners through the Water Demand Management Forums. Managing Water Demand provides a comprehensive account of the tools used to manage water demand in the MENA region. A critical review is presented of the efficacy of WDM techniques in the areas of wastewater reuse, water valuation, public-private partnerships and decentralization, and participatory irrigation management. The rapid economic growth of recent decades has increased water requirements beyond naturally sustainable levels. Inappropriate policies and technological solutions have placed the emphasis on meeting demand, instead of harnessing resources and managing water use. Depletion of groundwater is now common to most parts of this region, and there is also a high reliance on costly non-conventional alternatives. The 17 papers contained in this book address different aspects of this acute problem, with emphasis on policy issues and the need for structural change. The papers review policy experiences in several of the countries and analyse supply and resources constraints as well as water-using sectors. The social and economic ramifications of current water policies are considered and issues of policies reform are explored. Water resources planning and policy, environmental considerations, food security issues state subsdidies for argriculture and water, urban supply, regulatory institutions, demand management and development policy abjectives are all themes that run through this multi-disciplinary book. The papers in this book indicate that without a coherent and integrated set of institutional and policy measures, further investment and new technologies may offer more problems than solutions.
