Book excerpt: Recent studies of past climate and streamflow conditions have broadened understanding of long-term water availability in the Colorado River, revealing many periods when streamflow was lower than at any time in the past 100 years of recorded flows. That information, along with two important trends-a rapid increase in urban populations in the West and significant climate warming in the region-will require that water managers prepare for possible reductions in water supplies that cannot be fully averted through traditional means. Colorado River Basin Water Management assesses existing scientific information, including temperature and streamflow records, tree-ring based reconstructions, and climate model projections, and how it relates to Colorado River water supplies and demands, water management, and drought preparedness. The book concludes that successful adjustments to new conditions will entail strong and sustained cooperation among the seven Colorado River basin states and recommends conducting a comprehensive basinwide study of urban water practices that can be used to help improve planning for future droughts and water shortages.

In order to identify and stage early, intermediate, and late action programs, this study was divided into three time frames: 1966-1980, 1981-2000, and 2001-2020. This study deals with the water and related land resources of the Lower Colorado Region and embraces all significant problems and beneficial uses associated with these resources. Consideration was given to various aspects of problems related to supplies of water for municipal and industrial purposes, water quality control, flood control, irrigation, electric power production, mining and mineral processing, watershed management and treatment, land resources and use, outdoor recreation, and fish and wildlife. Environmental aspects such as natural beauty, cultural and historic values, rare species of flora and fauna, wildlife in general, and water and air quality goals are considered to be integral parts of the fabric of an optimum framework program.

Available in PDF, EPUB and Kindle. Book excerpt: The American West faces many challenges, but none is more important than the challenge of managing its water. This book examines the role that water transfers can play in allocating the region's scarce water resources. It focuses on the variety of third parties, including Native Americans, Hispanic communities, rural communities, and the environment, that can sometimes be harmed when water is moved. The committee presents recommendations to guide states, tribes, and federal agencies toward better regulation. Seven in-depth case studies are presented: Nevada's Carson-Truckee basin, the Colorado Front Range, northern New Mexico, Washington's Yakima River basin, central Arizona, and the Central and Imperial valleys in California. Water Transfers in the West presents background and current information on factors that have encouraged water transfers, typical types of transfers, and their potential negative effects. The book highlights the benefits that water transfers can bring but notes the need for more third-party representation in the processes used to evaluate planned transfers.

Book excerpt: In our critical attempts to solve the pressing current problems of a limited water supply, it is essential that we act always with a global view to the future. Recognizing this, an international group of scholars—from the Soviet Union, Canada, Africa, and the United States—met to review together their experiences and research on the environmental effects of a number of large scale river management programs. This edited collection of their reports provides a balanced view of a vital element in the total ecosystem. Their analysis points out the urgent need to take account of long-term trends in climate, to consider all feasible management alternatives, and, especially, to manage demand (as opposed to simply increasing water supply) and to defer irreversible action until all environmental impacts are estimated.

Available in PDF, EPUB and Kindle. Book excerpt: The rising stature of sustainable development constitutes an important and evolving challenge for natural resource and environmental economics. Is sustainability best achieved through the use and extension of conventional criteria for optimal resource allocation? Or does the concept involve a more substantial shift beyond methods such as present-value maximization and nonmarket valuation? At the heart of this challenge lie questions concerning the precise meaning that should be attached to the phrase “sustainable development,” and how this concept may be operationalized in economic theory and applied policy analysis.

This collection of essays looks at the ‘quantitative revolution’ and the ‘new geography’ by some of the geographers who had a significant part in those innovations and looks ahead to further developments. The views in the chapters are diverse and offer a fascinating glimpse of the discipline of geography as the subject was undergoing such change and becoming more socially committed. They cover theory, spatial-systems theory, forecasting, human ecology and climatology alongside the teaching of the subject. The concerns of the contemporary geographer come across and are of interest today as these areas have developed still more.

This book indicates what social scientists have contributed in the past and seeks to encourage their future participation in this critical area. The study first describes the background of water use planning and defines the specific problems of control. Then five social scientists, representing the fields of anthropology, economics, geography, political science, and sociology, review the contributions their disciplines have made and discuss the problems they can do most toward solving. Concluding chapters offer additional commentary and provide an overall evaluation of the present situation in water resource management and suggestions for more meaningful participation by social scientists.

Where water crosses boundaries – be they economic, legal, political or cultural – the stage is set for disputes between different users trying to safeguard access to a vital resource, while protecting the natural environment. Without strategies to anticipate, address, and mediate between competing users, intractable water conflicts are likely to become more frequent, more intense, and more disruptive around the world. In this book, Delli Priscoli and Wolf investigate the dynamics of water conflict and conflict resolution, from the local to the international. They explore the inexorable links between three facets of conflict management and transformation: Alternative Dispute Resolution (ADR), public participation, and institutional capacity. This practical guide will be invaluable to water management professionals, as well as to researchers and students in engineering, economics, geography, geology, and political science who are involved in any aspects of water management.
