Book excerpt: One of the most significant, energetic, yet not well understood, oceanographic features in the Americas is the Gulf of Mexico Loop Current System (LCS), consisting of the Loop Current (LC) and the Loop Current Eddies (LCEs) it sheds. Understanding the dynamics of the LCS is fundamental to understanding the Gulf of Mexico's full oceanographic system, and vice versa. Hurricane intensity, offshore safety, harmful algal blooms, oil spill response, the entire Gulf food chain, shallow water nutrient supply, the fishing industry, tourism, and the Gulf Coast economy are all affected by the position, strength, and structure of the LC and associated eddies. This report recommends a strategy for addressing the key gaps in general understanding of LCS processes, in order to instigate a significant improvement in predicting LC/LCE position, evolving structure, extent, and speed, which will increase overall understanding of Gulf of Mexico circulation and to promote safe oil and gas operations and disaster response in the Gulf of Mexico. This strategy includes advice on how to design a long-term observational campaign and complementary data assimilation and numerical modeling efforts.

These tenants were creating a commons, taking a resource—housing—that had been used to extract profit from them and reshaping it as a resource that was collectively owned by them. In Carving Out the Commons, Amanda Huron theorizes the practice of urban “commoning” through a close investigation of the city’s limited-equity housing cooperatives. Drawing on feminist and anticapitalist perspectives, Huron asks whether a commons can work in a city where land and other resources are scarce and how strangers who may not share a past or future come together to create and maintain commonly held spaces in the midst of capitalism. Arguing against the romanticization of the commons, she instead positions the urban commons as a pragmatic practice. Through the practice of commoning, she contends, we can learn to build communities to challenge capitalism’s totalizing claims over life.

In From the Inside Out, Jill Lindsey Harrison offers an account of the bureaucratic culture that hinders regulatory agencies' attempts to reduce environmental injustices. It is now widely accepted that America's poorest communities, communities of color, and Native American communities suffer disproportionate harm from environmental hazards, with higher exposure to pollution and higher incidence of lead poisoning, cancer, asthma, and other diseases linked to environmental ills. And yet, Harrison reports, some regulatory staff view these problems as beyond their agencies' area of concern, requiring too many resources, or see neutrality as demanding “color-blind” administration. Drawing on more than 160 interviews (with interviewees including 89 current or former agency staff members and more than 50 environmental justice activists and others who interact with regulatory agencies) and more than 50 hours of participant observation of agency meetings (both open- and closed-door), Harrison offers a unique account of how bureaucrats resist, undermine, and disparage environmental justice reform—and how environmental justice reformers within the agencies fight back by trying to change regulatory practice and culture from the inside out. By 2050, the world is expected to increase waste generation by 70 percent, from 2.01 billion tonnes of waste in 2016 to 3.40 billion tonnes of waste annually. Individuals and governments make decisions about consumption and waste management that affect the daily health, productivity, and cleanliness of communities. Poorly managed waste is contaminating the world’s oceans, clogging drains and causing flooding, transmitting diseases, increasing respiratory problems, harming animals that consume waste unknowingly, and affecting economic development. Unmanaged and improperly managed waste from decades of economic growth requires urgent action at all levels of society. What a Waste 2.0: A Global Snapshot of Solid Waste Management to 2050 aggregates extensive solid aste data at the national and urban levels. It estimates and projects waste generation to 2030 and 2050. Beyond the core data metrics from waste generation to disposal, the report provides information on waste management costs, revenues, and tariffs; special wastes; regulations; public communication; administrative and operational models; and the informal sector. Solid waste management accounts for approximately 20 percent of municipal budgets in low-income countries and 10 percent of municipal budgets in middle-income countries, on average. Waste management is often under the jurisdiction of local authorities facing competing priorities and limited resources and capacities in planning, contract management, and operational monitoring. These factors make sustainable waste management a complicated proposition; most low- and middle-income countries, and their respective cities, are struggling to address these challenges. Waste management data are critical to creating policy and planning for local contexts. Understanding how much waste is generated—especially with rapid urbanization and population growth—as well as the types of waste generated helps local governments to select appropriate management methods and plan for future demand. It allows governments to design a system with a suitable number of vehicles, establish efficient routes, set targets for diversion of waste, track progress, and adapt as consumption patterns change. With accurate data, governments can realistically allocate resources, assess relevant technologies, and consider strategic partners for service provision, such as the private sector or nongovernmental organizations.
