Book excerpt: This report summarizes the interactions in wartime between the commander-in-chief's (CINC's) logistic staff and (1) the CINC's operations planning staff and (2) the Services' theater components' logistic staffs. It identifies and describes four important roles that, because of limitations in information and authority, CINC logistic staffs can fill only partially today: (1) monitoring current and evolving theater logistic capabilities, (2) coordinating logistic support with current and planned operations, (3) advising the CINC about the supportability of proposed operations and courses of action, and (4) acting as the agent/advocate to non-theater logistic organizations. The authors recommend that these roles be spelled out clearly — along with the constituent decisionmaking and necessary supporting information — in command and organizational documents. They recommend specific technical improvements in decision support for three major types of support resources: bulk fuels, conventional ammunition, and spare parts. They also recommend (1) a review of the unified commands' capabilities to exert wartime command and control over their distribution systems and (2) development of a way of integrating wartime assessments for individual resource categories into evaluations of the overall supportability of specified operations.

Book excerpt: Previous RAND research for the Air Force and the Army has established that improved command and control over logistic resources promises important increases in operational capability in wartime. For instance, the wartime availability rates of high-technology weapon systems can be raised dramatically by managing the maintenance and distribution of spare parts more flexibility and responsively. The Joint Staff asked RAND to identify the needs and opportunities for similar innovations within the unified commands. This report summarizes the initial results of RAND's project entitled 'Achieving Maximum Wartime Effectiveness from Available Joint and Combined Logistic Resources.' This work, completed in May 1988, surveyed the needs and opportunities for improving the joint operational command and control of logistic resources in wartime, focusing on bulk fuels, conventional ammunition, and spare parts. Subsequent research has delineated specific principles and methods for improving the unified commands' assessment and management of ammunition resources in wartime and addressed new modeling approaches for strategic mobility analysis.

Book excerpt: The Commander in chief (CINC) of a U.S. unified command develops the strategies for and oversees the development of operational plans for employing and sustaining the U.S. military forces in his theater or geographic area of responsibility. Besides having operational command over his service components in both peacetime and wartime, the CINC has "directive authority" over logistics, which permits him in wartime to authorize commanders to use all facilities and logistics resources available as necessary for the accomplishment of their operational missions. The CINCs must have flexible and responsive management systems that can identify potential sustainability and supportability problems and allocate logistics resources in concert with operational plans and objectives. This report defines the data, knowledge, and analytic tools required by the CINC/Logistics Directorate (J-4) staffs in wartime and compares those requirements with the capabilities currently available or under development. The authors recommend enhanced data, knowledge, and models that would improve the CINC/J-4 staffs' ability to assess the ammunition supportability of current and planned operations.

Book excerpt: Because strategic mobility issues are complex, analysts must be supported by large computer models, which are used to evaluate some aspect of transporting combat and support forces from the United States to a combat theater and sustaining them there. Currently, however, organizations often have difficulty understanding the models and using them to support their analysis objectives. This study was designed to assist the Logistics Directorate of the Joint Staff to understand and improve the capabilities of the major computerized models and databases used for analyzing strategic mobility questions, evaluate the attributes and limitations of the major existing models, and determine whether another computer model would serve the directorate's needs better than the current model. The study concentrated on resource planning, which is typically long-range force planning and programming. The analysis indicates that the strategic mobility models examined--MIDAS, RAPIDSIM, TFE, FLOGEN, and SEACOP--share the following shortcomings: they all work in one direction only; they have limited credibility outside the organizations that use them; they do not sufficiently recognize uncertainty; they have narrow, rigid objective functions; and their output measures do not adequately serve analysts' needs.
