The methodology is oriented toward the optimization of the operational effectiveness within the naval ship design constraints of weight, electrical power, volume, cost, and risk. The methodology is based on a Design Reference Mission (DRM), which is composed of four Operational Situations (OPSITs) covering antisubmarine warfare, anti-air warfare, mine warfare, and surface warfare. The OPSITs are represented by coupled physics-based models and probabilistic models. A discrete event simulation tool, ExtendSim, is used to implement these models, yielding quantitative results for mission success. Design of Experiments (DOE) is used to explore the design space, allowing identification of the main effects in each OPSIT model and the impact of each variable in the respective Measure of Effectiveness (MOE). Structured modeling is introduced as a formalism for representing mathematical models. A relational information resource dictionary system is developed which can accommodate structured models. An implementation is described. Structured modeling is then compared to Jackson System Development (JSD) as a methodology for facilitating discrete event simulation. JSD is currently better at representing the dynamic aspects of simulation whereas structured modeling excels in representing the static aspects. A structured model of an existing combat model is presented. Finally, recommendations are made to strengthen structured modeling as a tool for discrete event simulation. Structured modeling (SM), a new modeling paradigm developed by Prof. Geoffrion of UCLA, was designed to provide such tools in support of mathematical programming models. This thesis examines the effectiveness of structured modeling when applied to discrete event simulation by attempting to represent an existing combat simulation model using SM. There are three main products of this work. First, a demonstration of the benefits which accrue from representing a simulation model using SM. Book excerpt: Navy acquisition activities frequently produce combat system architectures based on existing systems rather than stakeholder requirements. This approach limits software component reuse which, in turn, limits potential application to other platforms. The objective of this Capstone project was to develop a methodology for creating complex combat system architectures that emphasize the use of Software Product Lines (SPLs), requirements traceability, integrated supportability and Modeling and Simulation (M & S) early and throughout the approach. To address this objective, an integrated methodology that utilizes Model Based Systems Engineering (MBSE) to create open, supportable combat system architectures was developed. The methodology was evaluated by applying it to a naval surface combatant Anti-Air Warfare (AAW) mission area. Application of the methodology led to the following major findings: (1) Proven systems engineering practices, languages and tools can be integrated with the MBSE approach for developing complex architectures, (2) Creation of domain centered SPLs facilitates planned reuse and allows for assessment to candidate architectures, (3) Requirements traceability can be achieved by using a combination of modeling languages and tools, (4) M & S application can extend beyond operational scenarios to address life cycle cost, and (5) Engineers and logisticians can effectively use MBSE to integrate supportability into design. Overall, this project demonstrated the benefits of an MBSE approach tailored to developing affordable and supportable combat system architectures that meet mission requirements.

Book excerpt: Simulation is one of the most widely used techniques in operations research. In the military context, agent-based simulations have been extensively used by defense agencies worldwide. Despite the numerous disadvantages and limitations associated with timestepping, most of the combat-oriented agent-based simulation models are time-step implementations. The Discrete Event Scheduling (DES) paradigm, on the other hand, is free of these disadvantages and limitations. The scope of this thesis is to design and implement a library of reusable software components that will facilitate building combat-oriented agent-based simulation models by extending the Simkit DES toolkit. We describe our design of what an agent-based DES implementation framework should look like. We show that the extensive use of Java interfaces allows the user to implement different models and scenarios without being constrained by pre-built components. We also enhance Simkit's existing Sensing model by introducing a Situational Awareness model and a Behavioral model. Finally, we build a small agent-based model using the component architecture to demonstrate the library's functionality.

Appropriate operations analysis techniques and tools can provide some insight needed for the selection process. The objective of this thesis is to identify and develop suitable Operations Research analytical techniques and tools to aid decision authorities in the Ship Self Air Defense (SSAD) system selection process. The thesis first develops a SSAD system simulation Model (SSAD-Sim) using discrete event simulation techniques and implements it in the Java programming language and Modkit. The simulation is then used to identify appropriate exploratory analysis capabilities including measures of effectiveness evaluation and parameter sensitivity analysis. Exploratory analysis techniques are used to evaluate two different SSAD systems and firing policies. Key parameters analyzed for sensitivity include numbers of trackers, SAM inventory levels and tracker slew delay. As a result of the success of the SSAD simulation, further component additions and modifications are recommended for further study and development.
