While Intelligence personnel have played a major role in ensuring the successful completion of these interdiction missions, many of their stories remain classified. Book excerpt: During the Cold War ideological and politico-military rivalries mostly dictated the actions of the competing blocs, including their involvement in foreign conflicts. In Africa for instance, the East-West rivalry of the time not only fuelled conflicts but also appeared to undermine the use of diplomacy as a tool for peacemaking and conflict resolution. With the fall of the Berlin Wall in 1989 and the demise of the Soviet Union however, there was a transformation of the conflict arena in the continent, which presented new opportunities and threats. This therefore raises a fundamental question of how the end of the Cold War has affected the character of conflicts and their successful management in Africa. Using Liberia and Somalia as case studies, Post-Cold War Conflicts in Africa analyses how the post Cold War conflicts in these two countries and their management differed from what they would have been during the Cold War era. It shows for instance that while in Liberia the major powers appeared content to cede the management of the conflict to the sub-regional group, ECOMOG, in Somalia, the conflict appeared to be turned into an arena for simple military experiment without any of the old Cold War ideological rivalries playing any role in its trajectory or management. The book argues that the end of the Cold War offers an opportunity for the successful use of a new approach to conflict management in the continent, which would be anchored on traditional African diplomacy. This new approach would involve a triumvirate of eminent men and women from the continent, regional peacekeeping forces, and the warring factions themselves working in concert to replace the rifle with 'talking till every one agrees'

Book excerpt: The proliferation of non-state armed groups and non-international armed conflicts since the end of the Second World War has challenged the legal frameworks which govern conduct in armed conflict. While aspects of international humanitarian law apply to such conflicts, international law can only go part of the way to explaining behaviour by armed groups. This book seeks to refocus discussion on the limits to armed conflict in such settings by examining the norms that underpin international humanitarian law as espoused by these armed groups to give a clearer picture as to the collectively constructed appropriateness of certain behaviours in or limits to warfare. The specific research question is “What are the norms of armed conflict as identified by non-state armed groups?” Using Winston’s norm cluster model, this study seeks to examine and map the ideations and behavioural prescriptions that constitute the armed conflict norm cluster as defined by non-state armed groups. To do this, it utilises a qualitative content analysis of documents from non-state armed groups coded to identify the different elements of this norm cluster as well as the frequency, pervasiveness, and connections between these elements. The findings showed that, while international humanitarian law is universal, these norms limiting armed conflict are not, with no norm being seen across all contexts examined. Core norms of international humanitarian law, especially those supported by norm entrepreneurs, were seen to be the focus of sub-clusters and the emergence of new parts of the norm cluster could be observed over time. The findings suggest that further work with the conceptualisation of limits to armed conflict as norms could be useful in improving the embeddedness of norms amongst non-state armed groups and could be useful in reconceptualising limits to armed conflict in cases where broadly accepted norms face growing contestation.

He brings to light the lived experiences of Ghana's e-waste workers, as they navigate the health, social, and economic challenges of highly toxic e-waste labor. In particular, Little engages the experiences of e-waste workers who burn bundles of electrical cables to extract copper, a practice that contaminates bodies and the urban environment and which has attracted international organizations seeking to mitigate risk and find quick tech solutions to this highly toxic e-waste work. A nuanced perspective on e-waste burning and environmental politics in Africa at a time when global e-waste generation and trade is at an all-time high, Burning Matters contends that e-waste interventions devoid of ethnographic perspective and knowledge risk downplaying the vibrant complexities of e-waste itself and the matters of social life and labor that matter most to Ghana's e-waste workers.
