As the century draws to a close, Stephen J. Cimbala wonders how the nature of warfare has changed over the years. His starting point is a simple observation by Carl von Clausewitz, the great Prussian philosopher of war, that wars are inseparable from politics. Generally speaking, history is a discipline by virtue of its subject matter, not by virtue of a particular methodology such as is characteristic of the sciences and of some social sciences. The perspective of Men at War is a cross between a professional internalist approach and a civilian contextual view. This separation is not unique to military history, for the same dualism tends to occur in those areas of history, such as law and medicine, that can be written both by members of the profession concerned—lawyers and doctors—and by those outside the profession. The problem is that at one extreme the contextual view can take the emotional content out of war, while at the other extreme the internalist view can put too much in. Men at War seeks to locate a military history that combines the professional, internalist method and the civilian, contextual method by showing that these are two fundamental sources from which a war derives. Seen in this way, this volume breaks new ground in defining the sources of twentieth-century power.

Book excerpt: Time bombs, Trojan Horses and Dithering Hamlets were all part of the everyday jargon of the World War II's ultra-Secretive Political Warfare Executive (PWE). The PWE's instructors used these terms in the training of the next generation of propagandists and political warriors. The Political Warfare Executive Syllabus reveals for the first time what it took to become a propagandist in what was then the most elite psychological warfare unit in the world. Under the maxim that a good propagandist is trained not born, the lecturers of the PWE Training School at Woburn Abbey and then Brondesbury systematically explored every aspect of how to deliver a lethal dose of propaganda to the enemy and then a purgative and curative dose in the peace that followed. The views of the PWE's instructors were controversial. This is significant because they would play an important, if hidden, role in how Europe is developing even today. For example, they held a low opinion of the French in general and considered that they had been reduced to the level of dithering Hamlets by the German Trojan Horses even before the first German tank had crossed the Belgian frontier. On the dark side of PWE operations, they were not above killing the prostitutes whose brothels served the German U-Boot fleet in order to amplify their propaganda message. Perhaps most significant is that they saw Great Britain as European and espoused a Europe that looks very much like the European Union of the early 21st Century. However, there is one important difference. They saw this Greater Europe as accepting the British way of life and being led by Great Britain and not embracing American culture under German leadership. This first volume introduces the reader to the history and theory of political warfare as seen through the eyes of the inheritors of Lord Northcliffe's Crewe House. Drawing on J. F. C. Fuller and his concept of a war fought in the mind without armies, it establishes the theoretical parameters of political warfare.

Goemans brings theoretical rigor and empirical depth to a long-standing question of securities studies. He explores how various government leaders assess the cost of war in terms of domestic politics and their own postwar fates. Goemans first develops the argument that two sides will wage war until both gain sufficient knowledge of the other's strengths and weaknesses so as to agree on the probable outcome of continued war. Yet the incentives that motivate leaders to then terminate war, Goemans maintains, can vary greatly depending on the type of government they represent. The author looks at democracies, dictatorships, and mixed regimes and compares the willingness among leaders to back out of wars or risk the costs of continued warfare. Democracies, according to Goemans, will prefer to withdraw quickly from a war they are not winning in order to appease the populace. Autocracies will do likewise so as not to be overthrown by their internal enemies. Mixed regimes, which are made up of several competing groups and which exclude a substantial proportion of the people from access to power, will likely see little risk in continuing a losing war in the hope of turning the tide. Goemans explores the conditions and the reasoning behind this "gamble for resurrection" as well as other strategies, using rational choice theory, statistical analysis, and detailed case studies of Germany, Britain, France, and Russia during World War I. In so doing, he offers a new perspective of the Great War that integrates domestic politics, international politics, and battlefield developments.
