The American Government is aware that from the commencement and with ever increasing ruthlessness, the opponents of Germany have, in opposition to all the principles of International Law, and oblivious of the rights of neutrals, paralyzed friendly intercourse between Germany and the neutral countries; not so much perhaps as regards the conduct of the war, but far more to stifle the life of the German nation. On 3rd November 1914, England declared the North Sea as a war zone and shipping was rendered difficult and dangerous to the utmost degree, owing to the presence of mine fields. Neutral coasts and harbours were, against all constitutional rights, blockaded. Long before the commencement of the submarine war, England had cut off the legitimate neutral shipping to Germany. Thus Germany was forced to resort to the submarine war against commerce. Already on November l6th, 1914, the English Prime Minister declared in the House of Commons that one of England's principal tasks was to prevent provisions reaching the German people through neutral harbours. Since March lst, 1915, England has been taking from aboard neutral Ships, all wares, either coming from or going to Germany, and even if those goods belong to neutrals, they are seized without further ado. Just as was the case at the time of the Boer war, so now, the German people is given the choice, as to whether with its women and children it will die of hunger or relinquish its independence. Whereas our enemies have so repeatedly and loudly asserted that they are determined to continue hostilities until Germany is to tally destroyed, we continue to pursue the war fighting desperately for our national existence and in order to obtain a lasting peace. The intentions of our enemies and their unconstitutional manner of carrying on the war have compelled us to adopt submarine warfare. From yesterday;s speech, which the Hungarian Prime Minister, Graf Tisza, made, you will have gathered that the Vienna Cabinet, in a sincere effort to ensure an enduring friendship between the Dual Monarchy and Italy, and to take into account the lasting great vital interests of both Empires, had resolved on far-reaehing concessions of a territorial nature to Italy. I consider it proper to indicate these concessions to you. They were: 1. The part of Tirol, inhabited by Italians to be eeded to Italy. 2. Likewise the western bank of the Isonzo in so far as the population is purely Italian, and the town of Gradisea. 3. Triest to be made an Imperial free city, receiving an Administration, ensuring ail Italian character to the city, and to have an Italian University. 4. The recognition of Italian sovereignty over Valona and the sphere of interests belonging thereto. 5. Austria-Hungary declares her political disinterestedness regarding Albania. 6. The national interests of Italian nationals in Austria-Hungary to be particularly respected. 7. Austria-Hungary grants an amnesty for political or military criminals, who are natives of the eeded territories. 8. The further wishes of Italy regarding general questions to-be assured of every consideration. 9. Austria-Hungary, after the conclusion of the agreement, to give a solemn declaration concerning the concessions. 10. Mixed committees for the regulation of details of the concessions to be appointed. 11. After the conclusion of the agreement, Austro-Hungarian soldiers, natives of the occupied territories, shall not further participate in the war. (Hear, hear ) I can add that Germany, in order further to strengthen the understanding between both her Allies, undertook, with the full agreement of the Vienna Cabinet, to give a full guarantee for the loyal fulfillment of these offers to the Roman Cabinet. Germany and Austria-Hungary herewith formed a resolution, which, if it should lead to results, would, I firmly believe, find an overwhelming majority in the three nations. From the First World War until the rise of Hitler, the Zionist movement encouraged Jews to celebrate aspects of a reborn Jewish nationality and sovereignty in Palestine, while at the same time acknowledging that their members would mostly 'stay put' and strive toward acculturation in their current homelands. The growth of a Zionist consciousness among Western Jews is juxtaposed with the problematic nurturing of the movement's institutions, as Zionism was consumed increasingly by fundraising. In the 1930s, Zionist images assumed a progressively greater share of secular Jewish identity, and Zionism became normalized in the social landscape of Western Jewry, but the organization faltered in translating its popularity into a means of 'saving the Jews' and 'building up' the national home in Palestine.
