Orchestrated by an alliance of northern philanthropists and southern intellectuals, modernizing universities focused on practical, utilitarian education aimed at reinvigorating the South through technological advancement. They also offered an institutional vehicle by which a new, urban middle class could impose order on a society in flux. Michael Dennis charts the emergence of the modern southern university through the administrations of four university presidents: Edwin Alderman (Virginia), Samuel C. Mitchell (South Carolina), Walter Barnard Hill (Georgia), and Charles Dabney (Tennessee). He shows how these administrative leaders worked to professionalize the university and to knit together university and state agencies, promoting a social service role in which university personnel would serve as expert advisors on everything from public health to highway construction. Dennis also explains how the programs of educational progressives perpetuated traditional divisions of race, sex, and class. The Tuskegee/Hampton model favored industrial education for blacks whose labor would support the South's expanding urban industrial complex, while education for women was careful not to disturb conventional notions of a woman's place. White workers found themselves subject to an increasingly centralized system of education that challenged their traditional independence. State universities in the New South were not isolated enclaves of classical learning but rather were inextricably tied to social reform initiatives. Seeking a more practical and socially responsible form of education, university modernizers succeeded in establishing the framework of a more modern, bureaucratic state. Despite their accomplishments, however, they failed to generate the kind of economic progress they had envisioned for the South.

Richmond, the capital of the Confederacy, was in shambles after the Civil War. The bulk of Reconstruction became dependent on the railways, and one of the most important links in the system was the Church Hill Tunnel. The tunnel was eventually rendered obsolete by an alternative path over a viaduct, and it was closed for regular operation in 1902. However, the city still used it infrequently to transport supplies, and it was maintained with regular safety inspections. The city decided to reopen the tunnel in 1925 due to overcrowding on the viaduct, but the tunnel needed to be strengthened and enlarged. On October 2, 1925, 190 ft. of the tunnel unexpectedly caved in, trapping construction workers and an entire locomotive inside. In recent years, there has been a renewed interest in the tunnel and the mystery surrounding its collapse. There were cave-ins and sink holes above the surface for decades after the tunnel was sealed up, and in 1998, a reporter from the Richmond Times-Dispatch did an investigation, trying to determine the current condition of the tunnel. In 2006, the Virginia Historical Society announced its efforts to try and excavate the locomotive and remaining bodies.

Ann Short Chirhart's study is the first to analyze such modernizing events in Georgia. Depicting Georgia's steps toward modernity through teachers' professional and cultural work and the educational reforms they advocated, Chirhart presents a unique perspective on the convergence of voices across the state calling for reform or continuity, secularism or theology, equality or enforced norms, consumption or self-reliance. Although most teachers, black and white, shared backgrounds rooted in localism and evangelical Protestantism, attitudes about race and gender kept them apart. African American teachers, individually and collectively, redefined traditional beliefs to buttress ideals of racial uplift and to press for equal access to public services. White women adapted similar beliefs in different ways to enhance their efforts to train greater numbers of white students for professional and wage labor. Torches of Light is based on such sources as government archives, manuscript collections, and interviews with teachers. As Chirhart examines the ideas over which Georgians clashed, she also shows how those ideas were embodied in New Deal and U.S. Department of Agriculture programs, the political activities of the black Georgia Teachers and Educators Association, and the Georgia legislature's 1949 Minimum Foundation Act. Through two world wars and the Great Depression, teachers sought to reconcile clashing beliefs not only to renegotiate class, race, and gender roles but also to enhance their own professionalism and authority.
