Not only was job creation anaemic from 2012 to 2018, but new jobs were also of low-quality, characterized by informality and vulnerability to economic shocks. These challenges pushed many in Egypt, especially the most vulnerable, into a more precarious labor market situation. Then, in the midst of economic recovery brought on by tough reform measures adopted in 2016 and 2017, the country was hit by the widespread disruption of a global pandemic. This book examines the plight of Egypt's most vulnerable groups by focusing on the intersection of gender and economic vulnerability in the labor market. With this emphasis on vulnerability and a lens that is sensitive to gender differences and inequities, the contributors to this volume use data from the most recent wave of a unique longitudinal survey to illuminate different aspects of Egyptians' lives. The aspects they explore include labor supply behavior, the ability to access good quality and well-paying jobs, the evolution of wages and wage inequality, the school-to-work transition of youth, the decline in public sector employment, international and internal migration, the situation of rural women, access to social protection, food security, vulnerability to shocks and coping mechanisms, health status, and access to health care services. These analyses are prescient in understanding the axes of vulnerability in Egyptian society that became all too salient during the COVID-19 pandemic.

Book excerpt: While economic growth has been sustained for a number of years in many countries in the Middle East and North Africa (MENA) region, this has not resulted in the creation of an adequate number of jobs and has succeeded, at best, in generating low-quality, informal jobs. While there is a great deal of heterogeneity across countries, informality in MENA is widespread, and some countries in the region are amongst the most informal economies in the world. The book looks at informality through a human development angle and focuses specifically on informal employment. In line with this approach, the working definition for informality adopted in the book is “lack of social security coverage” (usually understood as pensions, or if a pension system does not exist, as health insurance), which captures well the vulnerability associated with informal employment. Informal workers in MENA are generally engaged in low productivity jobs - more so than in comparator countries -, are paid less for otherwise similar work in the formal sector, and self-report low levels of satisfaction at work. Also, informal workers in MENA face important mobility barriers into formal employment and thus lack of social security coverage against health, unemployment, and old-age risks. Formal employment in the MENA region is strongly associated with public sector employment. Opportunities for formal employment in the private sector in the region remain very limited. The book identifies 5 strategic directions to promote long-term inclusive growth and formality, namely: (i) fostering competition; (ii) realigning incentives in the public sector; (iii) moving towards labor regulations that promote labor mobility and provide support to workers in periods of transition; (iv) enhancing the productivity of informal workers through training and skills upgrading; and (v) reforming existing social insurance systems and introduce new instruments for coverage extension. This book is addressed to policy makers, academics, and practitioners who wish to understand the phenomenon of informal employment, and policy options for promoting more inclusive and productive labor market opportunities.

Focusing on two key historical periods in the early and late twentieth century, Kristin Koptiuch examines the political and economic conditions that affected the role of the artisan in Egypt over time. She is particularly interested in how the politics of representation in different modes of discourse -- colonialist, nationalist, developmentalist, ethnographic -- have alternatively cast Egypt's craft production as outmoded artisanry and as an ingenious, micro-entrepreneurial "informal sector." In light of the artisans' changing relation to the national and global economy, Koptiuch reads this figurative shift from "artisanry" to "informal sector" as a political allegory that contradicts the dominant narratives of Egypt's colonial modernity and neocolonial postmodernity. Attention to this allegorical figuration discloses what Koptiuch calls a poetics of political economy. Contrary to conventional positivist social science, realist ethnography, and empiricist history, this approach acknowledges the intricate mutual workings of meaning and material culture.
