It explains how universities disseminate the concept of community engagement to the wider world. The different categories and levels of community engagement are elaborated in this module. UCE frameworks are discussed to provide general overview of how higher education institutions (HEIs) can adapt in their effort to transform communities. Module II explains the why of implementing community engagement in HEIs. The topics covered include the rationale for HEIs to adopt community engagement as a part of their agenda; the model framework and role of volunteerism in community engagement; and leadership development in community engagement. To ensure that the stakeholders in the ecosystem of the nation accept community engagement as an important part of education, the benefits of community engagement to everyone and the nation are discussed.Module III focuses on the implementation of UCE. The process flow of UCE is introduced at the beginning of the module. It covers three major phases: (i) initiation of community engagement plan, (ii) design and implementation of community engagement, and (iii) evaluation and reporting of community engagement. The workshop modules will engage all HEIs to review, understand and implement best practices in UCE activities/projects to benefit various thrust areas. It can also bridge various stakeholders including MOHE, MOE, AKEPT, IPPTN and APUCEN. Thus, it is crucial for everyone to join force in establishing a national framework and best practices for the country to provide a systematic, sustainable, engaging and inclusive approach for community engagement. For example, in the 2019 Budget, sejahtera was used to convey an aspect of socio-economic wellbeing of Malaysians, which in Malay reads as memastikan kesejahteraan rakyat. But fall short when confined only to "socio-economic" aspect. Sejahtera is a rather multilayered concept that conveys a deeper meaning than any single word can convey. As such it has no equivalent in other languages, neither can it be accurately translated into different languages due to its close cultural learning and nuances to the local Malay(sian) tradition.

More than 25,000 professors and junior staff at universities and other institutions of higher education at almost 20 countries from all over the world provide information on their working situation, their views and activities. The study “The Changing Academic Profession” is the second major study of its kind, and changes of views and activities are presented through a comparison of the findings with those of the earlier study undertaken in the early 1990s. Major themes are the academics’ perception of their societal and institutional environments, the views on the major tasks of teaching, research and services, their professional preferences and actual activities, their career, their perceived influence and their overall job satisfaction. Emphasis is placed on the influence of recent changes in higher education: the internationalisation and globalisation, the increasing expectation to provide evidence of the relevance of academic work, and finally the growing power of management at higher education institutions. Overall, the academics surveyed show that worldwide discourses and trends in higher education put their mark on the academic profession, but differences by country continue to be noteworthy. Academics consider themselves to be more strongly exposed to mechanism of regulations, incentives and sanctions as well as various assessments than in the past; yet their own freedom, and responsibilities and influence shape their identity more strongly and are reflected in widespread professional satisfaction.
