Given the dense inter-connectedness of economic affairs globally, the use of sustainability standards has become a concern of global governance, who face the challenge of achieving a balance between the use of standards for genuine sustainability objectives, and not allowing them to turn into instruments of protectionism or coercion.The emerging economies, given their increasing engagement with the global economy, are most impacted by the use of sustainability standards. The emphasis of ‘emerging economies’ in this book is retained both by using case studies from these economies and by collating perceptions and assessments of those located in these economies. The case studies included span sectors such as palm oil, forestry, food quality, vehicular emissions and water standards, and address the problems unique to the emerging economies, including capacity building for compliance with standards, adapting international standards in domestic contexts and addressing the exclusion of small and medium enterprises etc. Complex interfaces and dynamics of a global nature are not limited to the thematic of this book but also extend to the process through which it was written. They were jointly organized by the United Nations Forum on Sustainability Standards (UNFSS) and EVIDENSIA, in collaboration with the KU Leuven Center for Global Governance. This paper summarizes the discussions and outcomes of the three roundtable discussions. It brings different perspectives on VSS together which can inform and contribute to a comprehensive understanding of VSS effectiveness through GVCs. Through this paper, the "effectiveness" of VSS is defined along multiple dimensions, all of which are covered and assessed. A first dimension, goal-attainment effectiveness, focuses on the impact of VSS on a range of social, economic and environmental indicators. A second dimension, process effectiveness, analyses the degree to which VSS are adopted by economic operators and the drivers for adoption. A third dimension, constitutive effectiveness, focuses on the degree to which VSS change the overall approach of actors involved in the policy process towards sustainability, i.e., the degree to which their theories of change are used more widely. VSS role on international trade is also debated and discussed.

Book excerpt: "Through their labels and logos competing for the interest of consumers, voluntary sustainability standards (VSS) are a visible feature in supermarkets and shops. With a few exceptions such as the European Union (EU) Ecolabel and some national equivalents, most of these schemes are set up by private actors such as nongovernmental organisations (NGOs), producer organisations and even single corporations establishing social and environmental requirements for their suppliers. The emergence of VSS is traditionally associated with the establishment of the Sustainable Forestry Initiative (SFI) and the Forest Stewardship Council (FSC), and the rise of transnational civil society movements pressuring apparel brands over the labour conditions of their suppliers. The difficulty in reaching global agreement between States in remedying the 'tragedy of the commons', in particular depletion of natural resources and transboundary pollution, in combination with the jurisdictional limits of unilateral conduct, has led private actors to intervene in the regulation of social and environmental externalities connected to global production. The need to protect a reputation from scandal and NGO pressure, and to avoid liability and comply with applicable provisions, as well as creating new markets, have been equally strong contributing factors. Since the early 1990s the proliferation of schemes in sectors spanning agriculture to fisheries, and biofuels to jewellery has been unstoppable. From bird-friendly coffee production to acceptable working conditions in the garment sector, very few sustainability and corporate responsibility-related issues are not addressed by private standards. The most comprehensive database identifies 463 standards operating in 199 countries and in 25 sectors.4 Most of these standards are private, and the focus of this book will be limited to those"--
