Available in PDF, EPUB and Kindle. Book excerpt: This report examines the constraints countries face in implementing vocational education and training (VET) systems and related policies; analyzes how some countries have successfully implemented reforms; and evaluates VET reforms in central and eastern Europe, the former Soviet Union, and other countries in transition to a market economy, such as China. The Introduction summarizes the results of studies of 16 countries and 2 territories: Hungary, Poland, the Czech Republic, The Russian Federation, Kazakhstan, China, Indonesia, Malaysia, the Republic of Korea, Chile, Mexico, South Africa, Tanzania, Zambia, Egypt, Jordan, and the West Bank and Gaza. Each of the 17 countries listed has an entire chapter devoted to its unique experience. The chapters analyze the labor market developments that determine the demand for VET, the supply response of the VET system, the problems that arise in matching demand and supply, and the major innovations in resolving these problems. Labor market analysis is restricted to labor regulations and indicators relevant to the demand for skilled and technical workers. VET supply responses were categorized into secondary and postsecondary vocational and technical education, pre-employment vocational training, and in-service or on-the-job-training. Included for discussion are the results of two special papers--on the lessons of Australia's comprehensive VET reforms and the applicability of Germany's dual system to low- and middle-income countries.

Book excerpt: Vocational education often is ignored during discussions of secondary education reform even though it accounts for between 25 percent and 79 percent of upper secondary enrollment in the former centrally-planned countries of the European Union. Based on information, data, and feedback from most of these countries, this paper develops a set of propositions about vocational education reform, not with a view to prescribing a detailed "one-size-fits-all" strategy, but rather it derives some principles that continued reform of vocational education could take into account, to the benefit of fiscal ef.

Available in PDF, EPUB and Kindle. Book excerpt: This handbook brings together and promotes research on the area of vocational education and training (VET). It analyzes current and future economic and labor market trends and relates these to likely implications for vocational education and training. It questions how VET engages with the growing power of human development approaches and with the sustainable development agenda. Equity and inclusion are discussed in a range of ways by the authors and the consideration of the construction of these terms is an important element of the handbook. It further addresses both the overall notion of system reform, at different scales, and what is known about particular technologies of systems reform across a variety of settings. Vocational learning and VET teacher/trainer education are discussed from a comparative perspective. National and comparative experiences are also shared on questions of equity and efficiency in funding in terms of those that fund and are funded, and for a range of funding methodologies. As well as reviewing existing gaps, this handbook is looking forward in identifying promising new directions in research and environment.
