Book excerpt: Fire managers need better estimates of fuel loading so they can more accurately predict the potential fire behavior and effects of alternative fuel and ecosystem restoration treatments. This report presents a new fuel sampling method, called the photoload sampling technique, to quickly and accurately estimate loadings for six common surface fuel components (1 hr, 10 hr, 100 hr, and 1000 hr downed dead woody, shrub, and herbaceous fuels). This technique involves visually comparing fuel conditions in the field with photoload sequences to estimate fuel loadings. Photoload sequences are a series of downward-looking and close-up oblique photographs depicting a sequence of graduated fuel loadings of synthetic fuelbeds for each of the six fuel components. This report contains a set of photoload sequences that describe the range of fuel component loadings for common forest conditions in the northern Rocky Mountains of Montana, USA to estimate fuel loading in the field. A companion publication (RMRS-RP-61CD) details the methods used to create the photoload sequences and presents a comprehensive evaluation of the technique.

The more samples obtained, the greater is the protection against making incorrect decisions. However, taking too many samples wastes valuable resources. The US Environmental Protection Agency has developed several guidance documents on the Data Quality Objectives process to support systematic planning of data gathering campaigns to ensure that the right type, quality, and quantity of data are obtained to support confident decision making. Visual Sample Plan (VSP) is a publicly available software tool sponsored by the US Department of Energy, US Environmental Protection Agency, and the US Department of Defense to support environmental characterization and confident decisions. VSP helps the user determine the optimal number and location of samples using defensible statistical sampling design methods and displays those locations on maps or aerial photos. Sample coordinates can be output for use with GPS systems. An automatic report summarizing the assumptions and parameter inputs is generated and can be included in a sampling and analysis plan. VSP features and capabilities will be outlined in this paper. VSP can be downloaded at no cost from http://dqo.pnl.gov/vsp.

The experimental portion of this study has been aimed at verifying and extending results obtained in a single study done in 1954. Those results suggested that the theoretical notions which had been advanced in Reference 14 would make a valuable contribution to the solution of practical design problems of aerospace vehicles. For that reason it was felt desirable to verify the results for at least one other condition as well as to investigate a number of other quasi-operational situations for which no analytical solution was then available. In addition, further theoretical investigations were carried on. These have led to a much more comprehensive theory about human visual sampling behavior in particular and about attention in general. The results of the experiment, taken in the aggregate, strongly support the simple theories about frequency and duration of visual fixation, and about transition from one point of fixation to another."--Abstract.

This volume provides an over view of one category of such tools: mathematical models of human performance. It represents a collection of invited papers from a 1988 NATO Workshop. The Workshop was conceived and organized by NATO Research Study Group 9 (RSG.9) on "Modelling of Human Operator Behaviour in Weapon Systems". It represented the culmination of over five years of effort, and was attended by 139 persons from Europe, Canada, and the United States. RSG.9 was established in 1982 by Panel 8 of the Defence Research Group to accomplish the following objectives: * Determine the utility and state of the art of human performance modelling. * Encourage international research and the exchange of ideas. * Foster the practical application of modelling research. * Provide a bridge between the models and approaches adopted by engineers and behavioral scientists. * Present the findings in an international symposium.
