Book excerpt: Canada’s economic and social development has benefited immensely from centuries of marine shipping. Today, the industry supports economies from coast to coast to coast, shipping hundreds of millions of tonnes of cargo, ranging from fuels to food, to consumer goods lining store shelves. The shipping industry is important to the livelihood of Canadians, but has also faced increased public scrutiny in recent years. The risks associated with opening the Arctic to greater ship traffic, increasing marine shipments of oil from Canada’s oil sands, and the growth in vessel size, especially of container ships, have all contributed to this discussion. Recognizing the need for consensus-building research in this area, the Clear Seas Centre for Responsible Marine Shipping asked the Council of Canadian Academies to convene an expert workshop to identify the risks associated with commercial marine shipping in major Canadian shipping regions. The final workshop report, Commercial Marine Shipping Accidents: Understanding the Risks in Canada, identifies the risks of commercial marine shipping accidents across Canada’s regions and for different cargo types, while highlighting gaps in understanding and areas for further research. The workshop report brings together perspectives from academia, government, and industry and is informed by evidence from a survey of the marine shipping community and an extensive review of the existing literature. It can be used as a tool for policy-makers to help inform decisions related to managing the risks of commercial marine shipping accidents. Overall, this workshop report seeks to contribute to a national dialogue about acceptable levels of risk in commercial marine shipping.

Book excerpt: Between 1945 and 1970, Canada’s Department of National Defence sponsored scientific research into the myriad challenges of military operations in cold regions. To understand and overcome the impediments of the country’s cold climate, scientists studied cold-weather acclimatization, hypothermia, frostbite, and psychological morale for soldiers assigned to active duty in northern Canada. Frontier Science investigates the history of military science in northern Canada during this period of the Cold War, highlighting the consequences of government-funded research for humans and nature alike. The book reveals how under the guise of “environmental protection” research, the Canadian military sprayed pesticides to clear bushed areas, used radioactive substances to investigate vector-borne diseases, pursued race-based theories of cold tolerance, and enabled wide-ranging tests of newly developed weapons and equipment. Directed research is commissioned or noncompetitively awarded research that is not competitively solicited because of specific reasons, such as time limitations or highly focused or constrained research topics. The scientific merit assessment processes have been developed by NASA to evaluate individual directed research tasks in order to ensure the scientific integrity of the HRP's directed research portfolio. The committee examined the HRP's current scientific merit assessment processes and conducted a public workshop to identify best practices among other federal agencies that use various assessment processes for similar types of directed research. Review of NASA Human Research Program's Scientific Merit Processes: Letter Report finds that the scientific merit assessment process used by the HRP for directed research is scientifically rigorous and is similar to the processes and merit criteria used by many other federal agencies and organizations - including the Department of Defense, National Institutes of Health, and the United States Department of Agriculture - for comparable types of research. This report also makes recommendations on ways to streamline and bolster the accountability and transparency of NASA's current processes.
