Book excerpt: In a democracy, we generally assume that voters know the policies they prefer and elect like-minded officials who are responsible for carrying them out. We also assume that voters consider candidates' competence, honesty, and other performance-related traits. But does this actually happen? Do voters consider candidates’ policy positions when deciding for whom to vote? And how do politicians’ performances in office factor into the voting decision? In Follow the Leader?, Gabriel S. Lenz sheds light on these central questions of democratic thought. Lenz looks at citizens’ views of candidates both before and after periods of political upheaval, including campaigns, wars, natural disasters, and episodes of economic boom and bust. Noting important shifts in voters’ knowledge and preferences as a result of these events, he finds that, while citizens do assess politicians based on their performance, their policy positions actually matter much less. Even when a policy issue becomes highly prominent, voters rarely shift their votes to the politician whose position best agrees with their own. In fact, Lenz shows, the reverse often takes place: citizens first pick a politician and then adopt that politician’s policy views. In other words, they follow the leader. Based on data drawn from multiple countries, Follow the Leader? is the most definitive treatment to date of when and why policy and performance matter at the voting booth, and it will break new ground in the debates about democracy.

It’s a question those who study elections have been considering for years with no clear resolution. In The Timeline of Presidential Elections, Robert S. Erikson and Christopher Wlezien reveal for the first time how both factors come into play. Erikson and Wlezien have amassed data from close to two thousand national polls covering every presidential election from 1952 to 2008, allowing them to see how outcomes take shape over the course of an election year. Polls from the beginning of the year, they show, have virtually no predictive power. By mid-April, when the candidates have been identified and matched in pollsters’ trial heats, preferences have come into focus—and predicted the winner in eleven of the fifteen elections. But a similar process of forming favorites takes place in the last six months, during which voters’ intentions change only gradually, with particular events—including presidential debates—rarely resulting in dramatic change. Ultimately, Erikson and Wlezien show that it is through campaigns that voters are made aware of—or not made aware of—fundamental factors like candidates’ policy positions that determine which ticket will get their votes. Based on data from the Citizen Political Ambition Study, a national survey conducted on almost 3,800 'potential candidates', we find that women, even in the highest tiers of professional accomplishment, are substantially less likely than men to demonstrate ambition to seek elected office. Women are less likely than men to be recruited to run for office. They are less likely than men to think they are 'qualified' to run for office. And they are less likely than men to express a willingness to run for office in the future. This gender gap in political ambition persists across generations. Despite cultural evolution and society's changing attitudes toward women in politics, running for public office remains a much less attractive and feasible endeavor for women than men.
