Book excerpt: These previously unpublished papers by leading American and Vietnamese economists analyze the dramatic transformation of Vietnam's economy during the 1990s and its prospects for the future. The three main sections of the book discuss Vietnam's turbulent history, recent economic reforms, and the country's emerging role in the world economy and geopolitics. The contributors examine a myriad of issues, including specific reforms in agriculture, banking, and tax policy, as well as the attempts to create a business-oriented legal infrastructure, the development of foreign trade and a viable balance of payments, and U.S. policy reactions to Vietnam's rapid development in the last decade.

Book excerpt: Thirty years of Ä?ổi Má»›i (economic renovation) reforms have catapulted Vietnam from the ranks of the world’s poorest countries to one of its great development success stories. Critical ingredients have been visionary leaders, a sense of shared societal purpose, and a focus on the future. Starting in the late 1980s, these elements were successfully fused with the embrace of markets and the global economy. Economic growth since then has been rapid, stable, and inclusive, translating into strong welfare gains for the vast majority of the population. But three decades of success from reforms raises expectations for the future, as aptly captured in the Vietnamese constitution, which sets the goal of “a prosperous people and a strong, democratic, equitable, and civilized country.†? There is a firm aspiration that by 2035, Vietnam will be a modern and industrialized nation moving toward becoming a prosperous, creative, equitable, and democratic society. The Vietnam 2035 report, a joint undertaking of the Government of Vietnam and the World Bank Group, seeks to better comprehend the challenges and opportunities that lie ahead. It shows that the country’s aspirations and the supporting policy and institutional agenda stand on three pillars: balancing economic prosperity with environmental sustainability; promoting equity and social inclusion to develop a harmonious middle- class society; and enhancing the capacity and accountability of the state to establish a rule of law state and a democratic society. Vietnam 2035 further argues that the rapid growth needed to achieve the bold aspirations will be sustained only if it stands on faster productivity growth and reflects the costs of environmental degradation. Productivity growth, in turn, will benefit from measures to enhance the competitiveness of domestic enterprises, scale up the benefits of urban agglomeration, and build national technological and innovative capacity. Maintaining the record on equity and social inclusion will require lifting marginalized groups and delivering services to an aging and urbanizing middle-class society. And to fulfill the country’s aspirations, the institutions of governance will need to become modern, transparent, and fully rooted in the rule of law.

Book excerpt: With the adoption of new market-oriented policies, Vietnam has transformed itself from one of the world's poorest countries during the 1980s, into an economy with one of the highest growth rates during the 1990s. Using macroeconomic and household survey data, this publication examines a range of issues including: the causes of Vietnam's economic growth and future prospects; the impact on household welfare and poverty levels, school enrolment, child health and other socioeconomic outcomes; and the nature of poverty in Vietnam and the effectiveness of government policies for poverty reduction, drawing lessons for Vietnam and for other low-income developing countries.

Book excerpt: The definitive history of modern Vietnam, lauded as "groundbreaking" (Guardian) and "the best one-volume history of modern Vietnam in English" (Wall Street Journal) and a finalist for the Cundill History Prize In Vietnam, Christopher Goscha tells the full history of Vietnam, from antiquity to the present day. Generations of emperors, rebels, priests, and colonizers left complicated legacies in this remarkable country. Periods of Chinese, French, and Japanese rule reshaped and modernized Vietnam, but so too did the colonial enterprises of the Vietnamese themselves as they extended their influence southward from the Red River Delta. Over the centuries, numerous kingdoms, dynasties, and states have ruled over -- and fought for -- what is now Vietnam. The bloody Cold War-era conflict between Ho Chi Minh's communist-backed Democratic Republic of Vietnam and the American-backed Republic of Vietnam was only the most recent instance when war divided and transformed Vietnam. A major achievement, Vietnam offers the grand narrative of the country's complex past and the creation of the modern state of Vietnam. It is the definitive single-volume history for anyone seeking to understand Vietnam today.

Available in PDF, EPUB and Kindle. Book excerpt: This book, based on anthropological research on local irrigation management in the Mekong Delta, sheds light on state-society interactions at the interface between bureaucratic and informal areas. Data from ethnographic case studies was framed abductively by an institutional bricolage approach (Cleaver 2012) and state power (Goebel 2011). The study goes beyond an institutions process and individual bargaining to argue that local irrigation management is guided by the co-evolution between the state and local actors. It is the everyday dialogue that, in the co-existence of the hierarchical state management structure and the space of local flexibility, officially and unofficially refines the local practices. Available in PDF, EPUB and Kindle. Book excerpt: As Vietnam's economy moves further along the path of development, this book presents urgent lessons for policymakers from the country's first decade of experience of FDI. A mere decade after the start of its reforms towards a market-oriented economy, a World Bank report named Vietnam the second largest recipient of foreign direct investment (FDI). Drawing on a wealth of hitherto unpublished data and qualitative analysis, this work critically examines the overall impact of FDI on Vietnams economy, as well as the performance of individual projects. A major finding is that government policy and intervention have been important in channelling foreign investment flows towards national and regional development goals. This book is also a significant addition to the debates on FDI-induced effects such as technology transfer and employment creation in developing countries. It will be of great interest to all those researching or involved in policymaking in transitional economies in particular.
