Book Synopsis Congressional Policymaking in Sino-U.S. Relations during the Post-Cold War Era by : Joseph A Gagliano

This book was released on 2014-09-15 with total page 200 pages. Available in PDF, EPUB and Kindle. Book excerpt: Conventional wisdom holds that the President enjoys the preponderance of foreign policy power, however Congress has influenced China policymaking more than is generally recognized. The legislature has demonstrated consistent interests in the realm of China policy, and it has invariably pursued those interests through law-making. During the post-Cold War period in particular, the Sino-U.S. relationship has evolved in a radically changing international environment, marked by a power transition inherent in China's rise. The development of official relations between Washington and Beijing during the Cold War occurred in the shadow of an assertive Soviet power, when the United States and China were able to find common geopolitical ground in opposing Soviet expansion while overlooking longstanding political disagreements. The dissolution of the Soviet empire, however, put the United States and China on a new geostrategic footing. Political disagreements were no longer exempted in light of a counter-Soviet strategy, and the reduction in concern for the Soviet threat allowed policymakers in Washington to more aggressively pursue trade interests that conflicted with those of China. Given this international context, this book aims to discern how Congress reconciled competing Sino-U.S. interests in a post-Cold War era, when external threats no longer dictated an apparent hierarchy that favored China over the Soviet Union. This work will be of interest to students and scholars of US foreign policy, China Studies and international relations in general.

Book Synopsis The Modern Legislative Veto by : Michael J. Berry
Download or read book The Modern Legislative Veto written by Michael J. Berry and published by University of Michigan Press. This book was released on 2016-06-22 with total page 353 pages. Available in PDF, EPUB and Kindle. Book excerpt: In The Modern Legislative Veto, Michael J. Berry uses a multimethod research design, incorporating quantitative and qualitative analyses, to examine the ways that Congress has used the legislative veto over the past 80 years. This parliamentary maneuver, which delegates power to the executive but grants the legislature a measure of control over the implementation of the law, raises troubling questions about the fundamental principle of separation of governmental powers. Berry argues that, since the U.S. Supreme Court declared the legislative veto unconstitutional in Immigration and Naturalization Service (INS) v. Chadha (1983), Congress has strategically modified its use of the veto to give more power to appropriations committees. Using an original dataset of legislative veto enactments, Berry finds that Congress has actually increased its use of this oversight mechanism since Chadha, especially over defense and foreign policy issues. Democratic and Republican presidents alike have fought back by vetoing legislation containing legislative vetoes and by using signing statements with greater frequency to challenge the legislative veto’s constitutionality. A complementary analysis of state-level use of the legislative veto finds variation in oversight powers granted to state legislatures, but similar struggles between the legislature and the executive. This ongoing battle over the legislative veto points to broader efforts by legislative and executive actors to control policy, efforts that continually negotiate how the democratic republic established by the Constitution actually operates in practice.

Book Synopsis Foreign Policy of the United States by : Ernest Simone
Download or read book Foreign Policy of the United States written by Ernest Simone and published by Nova Publishers. This book was released on 2000 with total page 228 pages. Available in PDF, EPUB and Kindle. Book excerpt: Foreign policy of the United States is a complex mechanism defined both by constitutional law as well as by various instruments of public and private pressure. This book examines first of all the foreign policy roles of the President and Congress. History has shown control of foreign policy has shifted between the Executive Branch and Congress depending on public opinion, perceived strengths of various presidents, congressional interest levels and willingness of power congressmen to oppose the president. National interest as a foreign policy element is considered as well. Albeit a vague term that can and often is construed to mean whatever a particular president or congress is interested in the moment, there are several areas of general agreement; cheap oil for American consumers; halting nuclear proliferation; containment of Russia; following Israeli direction on Mid-East policy; trying to open Chinese markets for American companies; generally serving as an active agent of American business in global markets; maintaining and projecting American's military muscle throughout the world. The book also examines the government organisations involved in foreign policy, the laws related to various countries, foreign election monitoring, economic sanctions as instruments of foreign policy, international terrorism and the War Powers Resolution.
