Book excerpt: As more servicemembers continue to transition out of the military and into civilian life, it is important that we assist them into meaningful careers and not just into jobs. And while the unemployment rates among veterans continue to decline or remain stagnant, it is vital that we inform our transitioning servicemembers and veterans of all ages of the career opportunities within all sectors of the economy, especially the ever-growing and unique opportunities within the tech sector. As startups and innovative businesses continue to inundate the economy more and more each day, we need to ensure that veterans are made aware of the job opportunities within this sector, as well as the sector's need and desire for veteran employees. The flexibility these jobs offer, as well as the skills needed to be successful in these careers, make veterans an obvious fit for these positions and trades. We need to figure out how to connect these individuals to companies as well as get them into the necessary training programs to cover any skill gaps that may exist before entering the tech field. There is obviously a great potential in a working partnership between our Nation's veterans and tech companies, but we need to better work together to make this connection happen as early as possible.

Book excerpt: Military experience provides service members with a range of technical and soft skills that can prepare them for meaningful employment in the private sector. Unfortunately, perceptions about the differences between military service and civilian employment can hinder the transition process, leading some veterans to believe they are unqualified for certain roles, or unaware of the steps they can take to gain meaningful employment in positions that seem vastly different from the work they did in uniform. This can be particularly true in the technology sector, where stereotypes and misperceptions—on both sides—can make the gap between military service and employment in a place like Silicon Valley seem insurmountable. However, as many have demonstrated, veterans can successfully make the leap to meaningful employment in the technology sector, and the firms that hire them can benefit from the skills and experience transitioning service members bring to the field. Understanding veteran perceptions about opportunities in technology is therefore an important first step in identifying the hurdles, both real and perceived, to expanding this pathway and getting more military veterans into meaningful employment in this sector. This white paper uses a mixed-methods approach to examine veteran opportunities and perceptions of opportunities in the technology sector. It begins with an overview of current support efforts specific to employment and education in the technology sector provided by the government’s Transition Assistance Program (TAP), technology companies, and veteran-serving nonprofit organizations. The paper then examines the attitudes of veterans in transition with a focus on perceptions of employment opportunities in the technology sector and perceived gaps between the skills transitioning service members have and the skills they believe are necessary to pursue a career in technology. The white paper concludes with recommendations for relevant departments, agencies, programs, employers, veteran-serving organizations, transitioning service members, and veterans.

Book excerpt: The Department of Veterans Affairs (VA) is engaged in an ongoing effort to share electronic medical information with the Department of Defense (DOD), which is important in helping to ensure high-quality health care for active duty military personnel and veterans. Also important, in the face of current military responses to national and foreign crises, is ensuring effective and efficient delivery of veterans' benefits, which is the focus of VA's development of the Veterans Service Network (VETSNET), a modernized system to support benefits payment processes. GAO is testifying on (1) VA's efforts to exchange medical information with DOD, including both near-term initiatives involving existing systems and the longer term program to exchange data between the departments' new health information systems, and (2) VA's ongoing project to develop VETSNET. To develop this testimony, GAO relied on its previous work and followed up on agency actions to respond to GAO recommendations.

Available in PDF, EPUB and Kindle. Book excerpt: Providing a compelling look at veterans' policy, this book describes why the Republican party is considered the party for veterans despite the fact that Congressional Democrats are responsible for a greater number of policy initiatives. The United States is home to 21 million veterans, and Veterans' Affairs is the second-largest federal department, with a budget exceeding $119 billion. Many veterans, however, remain under-served. Republicans are seen as veterans' champions, and they send the majority of Congressional constituent communications on veterans' issues, yet they are lead sponsors on only 37 percent of bills considered by the Senate Veterans' Affairs Committee. What accounts for this discrepancy? Drawing on thousands of e-newsletters sent from Congress to constituents, Congress and U.S. Veterans: From the GI Bill to the VA Crisis argues that the distribution of veterans across districts and the Republican Party is based on government spending, which pulls Republican legislators in opposite directions. This eye-opening book offers a history of veterans' programs, highlights legislative leaders and the most pressing policy areas for reform, identifies the issues most often discussed by members of Congress from each party, points out which Congresspeople have acted on veterans' issues and which have not, and offers an analysis of veteran population distribution and legislative policy preferences.
