Book excerpt: Bringing together leading European and North American experts, this timely volume answers questions about the implications and management of the new external borders of the European Union following another phase of enlargement. Implications of the EU's new external border, especially its eastern border with Russia and Ukraine, will be a key issue for the new member countries, for the EU, and for the new neighbouring regions. The contributors address this emerging question from two perspectives. They examine whether an expanded Europe will create a new dividing line in Europe between 'insiders' and 'outsiders', and also consider the concrete problems of border management and how the issues will be handled. The book will be of particular value to those concerned with European politics and the expansion of Europe, and to those with an interest in political sociology.

Available in PDF, EPUB and Kindle. Book excerpt: In recent years, a number of European countries abolished national border controls in favor of Europe’s external frontiers. In doing so, they challenged long-established conceptions of sovereignty, territoriality, and security in world affairs. Setting forth a new analytic framework informed by constructivism and pragmatism, Ruben Zaiotti traces the transformation of underlying assumptions and cultural practices guiding European policymakers and postnational Europe, shedding light on current trends characterizing its politics and relations with others. The book also includes a fascinating comparison to developments in North America, where the United States has pursued more restrictive border control strategies since 9/11. As a broad survey of the origins, evolution, and implications of this remarkable development in European integration, Cultures of Border Control will be of interest to students and scholars of international relations and political geography.

Available in PDF, EPUB and Kindle. Book excerpt: This edited volume questions the widespread resort to illiberal security practices by contemporary liberal regimes since 9/11, and argues that counter-terrorism is embedded into the very logic of the fields of politics and security. Although recent debate surrounding civil rights and liberties in post-9/11 Europe has focused on the forms, provisions and legal consequences of security-led policies, this volume takes an inter-disciplinary approach to explore how these policies have come to generate illiberal practices. The book argues that policies implemented in the name of protection and national security have had a strong effect on civil liberties, human rights and social cohesion - in particular, but not only, since 9/11. The book undertakes detailed sociological enquiries concerning security agencies, and analyses public discourses on the definition of the terrorist threat. In doing so, it aims to show that the current reframing of civil rights and liberties is in part a result of the very functioning of both the political and the security fields, in that it is embedded in a broad array of domestic and transnational political, administrative and bureaucratic stakes.

Book excerpt: In the name of protection and nationl security, we witness the development of both a transnational field of professionals of politics and of professionals of security (police, intelligence, military). This development might provide a feeling of safety, but il also induces illiberal practices that lead to resistance from judges, human rights groups and part of the public. Drawing on research from several European countries, this volume brings together essays on the way counterterrorism is embedded into the very logic of the fields of politics and of security, both in their internal and international dimension.

Book excerpt: Any theoretical model that attempts to understand the evolution and the dynamic of Canadian-American relations in the realm of security must be capable of responding these two questions. Models such as "balance of power," "hegemony," "interdependence," or "integration" provide only partial answers. The North American Democratic Peace suggests that Canadian-American relations are a manifestation of the popular but controversial "Democratic Peace" effect.

Available in PDF, EPUB and Kindle. Book excerpt: This book discusses the nature of the challenges that have confronted European democracies in recent years. In the past decade, the rule of law in Europe has been put under strain by both external and internal factors. The term “illiberal democracies” is sometimes used to describe the rise of a phenomenon in which the fundamental values of the European legal order, as enshrined in the European Convention of Human Rights and in the Charter of Fundamental Rights of the European Union, are called into question. The preservation of the independence of the judiciary, of the freedom of expression and the protection of journalists are among the values under threat. But these challenges are also present within the older democracies in which emergency regimes have become more common. As the European Union’s sanctions regime shows, striking a balance between security and the rule of law, of which fundamental rights are an intrinsic part, is a constant challenge. Focusing on the European courts’ responses to these threats, the book discusses how courts could provide the ultimate line of defense. The acid test of the rule of law might indeed be how it safeguards the judicial guarantees designed to protect core European values beyond the discretion of government.

Culled from existing life safety standards and the insight of top professionals within the event industry, The Event Safety Guide compiles the best operational practices currently available in the live event industry in a single easily referenced manual. The guide is not a “how-to book” or a complicated set of standards. Rather, it is intended to help busy industry professionals know what safe workplace practices might be, heighten their understanding of the importance of safety in everything they do, and apply these best practices in their daily work. Designed for field use, The Event Safety Guide is categorically organized and written in straightforward and easily understood language. Thirty-nine chapters and five appendixes address a broad range of subjects relevant to most events, including emergency planning, weather preparedness, and fire safety, as well as specific technical issues such as pyrotechnics, rigging, and temporary staging. Included appendixes provide additional resources, including helpful planning checklists and information on the National Incident Management System (NIMS) Incident Command System (ICS). All referenced standards are thoroughly cited within the text to ensure readers know precisely where to turn for additional information. Whether you’re a seasoned veteran or just starting out in the event industry, you’ll find The Event Safety Guide to be an indispensable reference when planning your next event.

This book was released on 2011-10-21 with total page 384 pages. Available in PDF, EPUB and Kindle. Book excerpt: Only 4 percent of arable land in sub-Saharan Africa is irrigated, using just 2 percent of the available water resources. Furthermore, 18 percent of the area equipped for irrigation is not utilized at all and the intensity of use varies between 50 percent and 80 percent. This highlights the huge potential available for intensifying and expanding irrigated area, provided that the investments required can be successfully mobilized. However, it must be noted that if investments in irrigation are to yield satisfactory returns, investments must also be made in a series of related activities. Current global figures for the amount of private investment in irrigation confirm that good returns can indeed be achieved. Prospects for sub-Saharan Africa would be far more favorable if public development assistance, particularly foreign direct investments, did not show declining trends.
