Together, FAO and China offer considerable development knowledge and solutions that are relevant to South-South exchanges. After more than two decades of increasing collaboration in supporting flows of technical assistance between developing countries, FAO and China established in 2009 the FAO-China South-South Cooperation Programme, supported by a Chinese Trust Fund of USD 80 million. This report reviews the Programme’s activities and achievements over the last ten years, lessons learned and prospects for the way forward. It highlights and illustrates the Programme’s distinctive features, particularly its inspiring, inclusive and innovative modalities of cooperation. Its multi-stakeholder approach brings together farmers’ cooperatives and associations, the private sector, academia and triangular partners, among other key actors. In this context, the Programme provides a platform for insights and perspectives of all development actors through its national, regional, interregional and global projects focusing on sustainable agricultural production, productivity and farmers’ livelihoods. The Programme is majorly contributing to the realization of Sustainable Development Goal 1: No poverty in all its forms everywhere; and Sustainable Development Goal 2: Zero hunger, achieve food security and improved nutrition and promote sustainable agriculture.

These include agriculture (including agro-processing), light manufacturing (such as textiles, leather, and leather products), information and communications technology, tourism, and the construction sectors. Using the product-space approach, the report also identifies specific products that hold potential for export expansion and diversification in each country. For instance, agriculture and, to a lesser extent, manufacturing, are promising sectors for diversification, including niche products such as mandarin oranges (Bhutan), cashmere (Mongolia), silk (Turkmenistan), and cereal (Kazakhstan). The rich cultural heritage and varied geography of these countries are also conducive to tourism. In addition, there can be synergies between tourism and improvements in the quality of some local food and manufacturing products. However, a number of improvements in micro- and macro-economic policies and institutions are necessary to realize this potential.

Policymakers interested in a stable, prosperous region are concerned by mildly rising inequality within countries and a widening gap between richer economies and the poorest economies. Increasingly, the development agenda in the region with its focus on growth, jobs, and social stability and the trade policy agenda with its focus on market access and competitiveness have become intertwined. East Asian policymakers seek to develop a coherent set of economic policies that can deliver stability, growth, and regional integration. Without attempting to be comprehensive, 'East Asia Integrates' offers fundamental strategies that promote cross-border flows of trade, along with domestic policies on logistics, trade facilitation, standards and institutions to maximize the impact of these flows on development and distribute the gains from trade widely. As the authors demonstrate, multilateral and regional trade initiatives must provide a compelling vision of how integration can deliver broadly shared growth and prosperity if they are to succeed. In addition, they must use the momentum offered by trade agreements to address the links between trade on the one hand, and social stability, poverty reduction, and growth on the other.
