But, as Sergio Minerbi writes in this fascinating account, the Papacy has been consistently hostile to Zionism since before the First World War. Drawing on many unpublished documents from diplomatic archives, Minerbi brings to light the little-known role of the Vatican in relation both to the Great Powers and the Zionists in the early years of the twentieth century. Engaged in a complex balancing act involving the Ottoman rulers of Palestine, rival Christian churches (both Eastern Orthodox and Protestant), and the conflicting claims of Catholic countries with regard to the Protectorate over the Holy Places, the Vatican looked with dismay on the possibility of a Protestant British mandate--especially after the 1917 Balfour Declaration, which declared Whitehall's sympathy with Zionist aspirations. To the Vatican, a British mandate was disturbing, but a Jewish state was anathema. Vatican opposition to the formation of a Jewish homeland stemmed largely from traditional Christian anti-Semitism, which in modern times took the form of an equation of Zionism with Bolshevism, and ancient theological doctrines regarding Judaism. In 1904, the Zionist leader Theodor Herzl obtained an audience with Pope Pius X in the hope of persuading the pontiff to support the establishment of a Jewish homeland in Palestine. Herzl's hopes were dashed: the Pope's response to his requests was "Non possumus"--"We cannot." In 1917 Pius X's successor, Pope Benedict XV, received a later Zionist leader, Nahum Sokolow, with more courtesy, but displayed an equally sturdy refusal to support a Jewish state. The Zionists, who had pronounced themselves ready to respect the sanctity of the Holy Places, mistakenly believed that the Vatican would be satisfied with control over individual sites, rather than territory. The Vatican's bid for control over the territory encompassing the Holy Places ultimately failed. The international commission on the Holy Places it had hoped for was never formed, and it was not invited to attend the 1920 Sanremo conference, which decided the fate of Palestine. The Vatican, acting on the same fundamental policy, still refuses to establish diplomatic relations with the state of Israel. Intensively researched and trenchantly argued, The Vatican and Zionism sheds important new light on a critical but neglected episode in the history of Zionism and the Roman Catholic Church.

Book excerpt: The modern relationship between the Vatican and the state of Israel is rooted in a much deeper history of relations between Judaism and Christianity. In the main, this relationship was fraught with tensions and animosity, as early Christian writers chastised and demonized Judaism, ensconcing a hostility that endured for centuries. The advent of political Zionism in the nineteenth century renewed Roman Catholic fears of a Jewish-dominated Palestine, where religious sites sacred to Catholics would fall under the political jurisdiction of a Zionist state. In 1904, Pope Pius X granted an audience to the prominent Zionist Theodor Herzl, in which he reminded his guest that the Roman Catholic Church could never endorse or support the creation of a Jewish home in Palestine. This was to remain the essence of papal policy on Palestine for decades to come. This study examines the relationship between the Vatican and Zionism from the Balfour Declaration (1917) to the creation of Israel in 1948, as well as Vatican attempts to constrain the nascent state in the years after its birth. More specifically, it considers the transnational nature of Roman Catholic responses to Zionism and the creation of Israel. The Vatican was supported in its anti-Zionist stance by an international network of national Catholic hierarchies, lay Catholic organizations and an active Catholic press. Leading this international Roman Catholic lobby against Zionism were the Catholic bishops of the United States. From the 1920s through the 1950s, American Catholic leaders had become crucial intermediaries in the relationship between Washington and the Vatican. Speaking as both loyal American citizens and as devout Roman Catholics, the bishops were uniquely positioned to transmit the Vatican‟s policy objectives to the American government. The American bishops were also instrumental in advocating Vatican positions on Zionism at the United Nations, evidence of the importance of the American Catholic Church, and its various organs, in disseminating the positions of the Vatican to the international community. Through an examination of a comprehensive range of primary materials, this study demonstrates that an understanding of the Vatican‟s relationship with Zionism and the nascent Israeli state must take into account the transnational Roman Catholic consensus on the future of Palestine, an advocacy led by American Catholics, who represented the leading edge of Vatican attempts to shape the future of Palestine.

For 60 years after the Jewish State gained independence in 1948, the Catholic Church adopted a policy fitting to Israel's Arab-Islamic enemies: total non-recognition of Jewish statehood and peoplehood. Despite acceptance by every Western nation, Israel was not accorded formal diplomatic recognition by the Vatican before 1993. The Church formally recognized Israel's existence only two decades after Israel's foe, Egypt's Sadat, signed a peace treaty with the Jewish State. Apparently only the Vatican considered the State of Israel undeserving of its recognition. How do we explain this refusal? Catholicism had long viewed Judaism as a pariah faith and the Jews a group destined to wander the earth for their complicity in the death of Jesus. Although the Second Vatican Council partially revoked this anti-Semitic doctrine in 1965, since then the Vatican rapprochement with the Jewish people took place at two levels, which the Vatican separated, theologically and politically. Each advance on the first plane was counterbalanced by a deeper regression on the second, as if the two movements were synchronized. The closer the Vatican seemed to draw toward reconciliation and dialogue with Judaism, the louder grew the clamor supporting the Arab cause against Israel. The Vatican Against Israel: J'ACCUSE deciphers, for the first time, the Vatican's criminalization of the State of Israel and its appeasement of anti-Semitic terrorism in the period between 1945 and 2013. This book urgently matters not only to Jews, but also to Christians, since the two religions share moral values and a common scripture. Jesus was Jewish, and for better or worse, Jews and Christians have lived together in Europe and the Middle East for 2000 years. In fact in many parts of the Christian world, Christians have rediscovered their Jewish roots. With its more than one billion adherents and strategic influence in the Middle East where Israel is under existential threat by Islamic terror groups and an Iranian apocalyptic revolution, the Vatican has an intrinsic relationship with Israel different from Israel's relationship with any other group. How the Vatican will relate to Israel and its Jews will affect future relations between Christians and Jews. With Israel still establishing the terms of its existence and the Zionists' current struggle for their own future, the Vatican has the chance to redeem its past mistakes. Will it do so?
