Available in PDF, EPUB and Kindle. Book excerpt: Non-profit organizations are increasingly subjected to the forces of globalization. Although this should not come as a surprise, it is curious to note that the taxation of international philanthropy is an area where discrimination as to residence is still very obvious. Whereas domestic philanthropic flows of money enjoy substantial tax privileges throughout the democratic western world, these privileges often do not apply in situations where borders are crossed. In recent years, the importance of support from charities and social investments has increased substantially, but cross-border philanthropy still remains hampered by numerous tax issues. By comparing the relevant legal and tax systems in selected countries, and by taking into account other legal developments relevant to international philanthropy, the author attempts to find a common approach to solve the tax obstacles of international philanthropy. The book begins by defining the scope of the study including the concept of "landlock", political philosophies substantiating tax relief for philanthropic organizations and an analysis of bilateral treaties. This is followed by a comprehensive and comparative overview of the approach taken in three legal and tax systems regarding international philanthropy, i.e. Germany, the Netherlands and the United States. The work also examines whether EU law allows states (within and without the European Union) to maintain "landlocked" tax positions and, if so, under what type of conditions this may be permitted. The book concludes with a proposal of a new paradigm of non-discriminating treatment of philanthropy by examining ways to abolish landlocks.

This book was released on 2014 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Goods and services supplied by government entities, public sector bodies, nonprofit organizations, charitable organizations, and similar tax-exempt bodies (the PNC sector) are usually exempt under VAT. While there are very few conceptual arguments against the full taxation of such supplies under VAT, concerns around social objectives and income distributions are often mentioned in defense of the exemption. This article reviews the case for exemption as well as its economic effects. Lessons for the United States include: (i) the case for full taxation of the PNC sector under VAT is strong; (ii) the Australian-New Zealand model would offer the best practical method to apply VAT to the sector; and (iii) to address the issue of states as taxable persons, a US federal VAT should provide states and local governments with a voluntary option to collect tax. The suggested design would result in the lowest efficiency costs, and likely the lowest compliance and administrative costs as well.

The accounting and financial management of organizations in this sector poses as many difficulties as that of major for-profit organizations, if not more so, given the absence of the profit motive upon which much traditional accounting, finance practice and theory has been developed. This book explores the unique environmental, managerial and philosophical aspects of voluntary organizations as well as the technical specialist characteristics of financial accounting, auditing and taxation that differentiate their role. Introducing and providing descriptions of the main applications of accounting and finance applicable to the role of financial manager, this book uses real life case studies and examines the debates presented by other writers in the field. This key book helps readers make their own critical judgements, and contributes to their understanding of the distinctiveness of voluntary sector accounting and financial management.

Book excerpt: The essays in this volume explore continuities and changes in the role of philanthropic organizations in Europe and North America in the period around the French Revolution. They aim to make connections between research on the early modern and late modern periods, and to analyze policies towards poverty in different countries within Europe and across the Atlantic. Cunningham and Innes highlight the new role for voluntary organizations emerging in the late eighteenth century and draws out the implications of this for received accounts of the development of welfare states.

Book excerpt: What is charity? How does it operate, who does it benefit and what should we expect it to do? This important book helps to tackle the most common misunderstandings and misconceptions of charitable activity in contemporary British society, especially insofar as these affect the thinking of politicians and policymakers. The authors present and discuss over a dozen studies, including public attitudes to giving, large datasets on the geography and funding patterns of third sector organisations, and interviews with a wide range of donors, charity leaders, fundraisers and philanthropy advisers. This data enables them to explore the logic of charity in terms of the distribution of resources across causes and communities in the UK, and the processes behind philanthropic decision-making, to reveal a picture of charitable activity at odds with widespread assumptions.
