Available in PDF, EPUB and Kindle. Book excerpt: Military recruitment will become more difficult in times of demographic aging. The question arises whether demographic change will constrain the capacity of aging states like Germany to conduct foreign policy and pursue their national security interests. Since contemporary military operations still display a strong human element, particular scrutiny is given to the empirical analysis of the determinants of military propensity and military service among youth. An additional human capital projection until 2030 illustrates how the decline in the youth population will interact with trends in educational attainment and adolescent health to further complicate military recruitment in the future. A concluding review of recruiting practices in other NATO countries provides insight in best-practice policy options to reduce the military’s sensitivity to demographic change. Following this approach, the book gives prominence to a topic that has thus far been under-represented in the greater discussion of demographic change today, namely the demographic impact on international affairs and strategic calculations.

Available in PDF, EPUB and Kindle. Book excerpt: The German health care system is on a collision course with budget realities. Costs are high and rising, and quality problems are becoming ever more apparent. Decades of reforms have produced little change to these troubling trends. Why has Germany failed to solve these cost and quality problems? The reason is that Germany has not set value for patients as the overarching goal, defined as the patient health outcomes achieved per euro expended. This book lays out an action agenda to move Germany to a high value system: care must be reorganized around patients and their medical conditions, providers must compete around the outcomes they achieve, health plans must take an active role in improving subscriber health, and payment must shift to models that reward excellent providers. Also, private insurance must be integrated in the risk-pooling system. These steps are practical and achievable, as numerous examples in the book demonstrate. Moving to a value-based health care system is the only way for Germany to continue to ensure access to excellent health care for everyone.

Available in PDF, EPUB and Kindle. Book excerpt: Values of German media users, 1986-2007 Values have been discussed in connection to the changes brought to the German TV landscape since the introduction of the dual system in 1984. Yet, on such occurrences arguments have rarely, if at all, been based on reliable information about differences in televised values. Nor have values of the audience of channels or genres been considered. This study offers a starting point for such an endeavor, focusing on the role values play for people’s media choices. In a theoretical overview, values are situated in a framework of overlapping spheres that influence people in the adoption of values. Social learning is the main mechanism behind this process of socialization. Values define what is desirable or not and how one should behave in a given situation according to the rules of one’s society. As stable basic traits close to an individual’s personality, values play a part in the building of motives that finally result in behavior. With regard to media, a well-established gratification of media use is the reinforcement of one’s own values and worldviews. Based on the finding that mediated value patterns differ across outlets and types of content, I assume that different values should lead people do prefer different media over others.

Available in PDF, EPUB and Kindle. Book excerpt: This book analyses the Christian Democratic Union of Germany (CDU), one of Europe’s most successful and influential political parties. The CDU might have been expected to struggle in the circumstances of a more diverse, secular reunified Germany, yet it has prospered to an extent almost unparalleled in western Europe. Chapters consider the CDU’s policies (the factors driving them, their variation across Germany, the relationship to women, and the welfare state), its organisational development and change, and its position within the party system. Contributors particularly emphasise the diversity of the CDU, and the way it varies across Germany’s regions. The CDU is compared to other Christian Democratic parties, and special consideration is given to the CDU’s Bavarian sister party, the Christian Social Union (CSU). This book was published as a special issue of German Politics.

This book was released on 2011-03-23 with total page 273 pages. Available in PDF, EPUB and Kindle. Book excerpt: The depreciation of the mark of 1914-23, which is the subject of this work, is one of the outstanding episodes in the history of the twentieth century. Not only by reason of its magnitude but also by reason of its effects, it looms large on our horizon. It was the most colossal thing of its kind in history: and, next probably to the Great War itself, it must bear responsibility for many of the political and economic difficulties of our generation. It destroyed the wealth of the more solid elements in German society: and it left behind a moral and economic disequilibrium, apt breeding ground for the disasters which have followed. Hitler is the foster-child of the inflation. The financial convulsions of the Great Depression were, in part at least, the product of the distortions of the system of international borrowing and lending to which its ravages had given rise. If we are to understand correctly the present position of Europe, we must not neglect the study of the great German inflation. If we are to plan for greater stability in the future, we must learn to avoid the mistakes from which it sprang. There is another reason why the history of this episode is peculiarly significant to students of the social sciences. Accidents to the body politic, like accidents to the physical body, often permit observations of a kind which would not be possible under normal conditions. In peaceful times we may speculate concerning the consequences of violent change. But we are naturally precluded from verifying our conclusions: we cannot upset the smooth current of things for the advancement of abstract knowledge. But when disturbance takes place, it is sometimes possible to snatch good from evil and to obtain insight into the working of processes which are normally concealed. No doubt there are dangers here. We must not ignore the possibility that the processes thus revealed are themselves abnormal: we must not infer, for instance, that propositions which apply to large inflations necessarily apply, without modification, to small inflations. But the dangers are clear: it is net difficult to keep them in mind and to guard against them. And the opportunities of fruitful research are enormous. In this matter of the depreciation of the mark, there is hardly any branch of the theory of economic dynamics which is not illuminated by examination of its grim events. For both these reasons, therefore, I hope that this book will obtain a wide circulation among the English-speaking public.

Looking back, David P. Conradt and Eric Langenbacher trace the country’s transformation since the seminal turning points of 1945 after World War II and 1990 after reunification. Looking to the present, the authors explain and assess its major institutions, actors, and issues. Looking forward, they explore the looming economic, security, and demographic challenges the political system must address in the years to come.

Book excerpt: Seminar paper from the year 2014 in the subject Politics - Topic: Globalization, Political Economics, grade: 1,3, University of Bamberg, course: Seminar - Challenges of Economic Policy, language: English, abstract: In the face of globalization many states have been forced to adapt to the new challenges facing them in an ever more open market. The fact that markets increasingly escape the bounds of national economies and interact in international perspectives is apparent for example in the fields of research, development and manufacturing activities. These developments towards internationalization of economic and social policies and institutions lead in many cases to policies that adapt regulation to new international challenges or in other cases deregulate markets in a process of liberalization especially in the fields of labor and financial markets as well as training of workers, wage bargaining and education. Analyzing these processes and the impact of such policy changes on the political economies, societies and institutional frameworks has been the focus of research in both economics and political science – namely the Institutionalist branches. The applicability of the VoC framework to explain institutional change has since come under criticism for oversimplifying the institutional reality and falling short of capturing the complexities of real-world changes in national political economies with their dichotomous separation into LMEs and CMEs. Hall and Thelen (2009) have however proposed an extension to the VoC framework to analyze institutional change in a more meaningful way by outlining modes of change along the assumption of institutional stability in accordance with the VoC framework.
