The condition of the pavements is to be determined based on the following metrics: International Roughness Index, cracking percent, rutting, and faulting. The overall objective of the study was to validate the proposed pavement performance measures and demonstrate their use within asset management. Performance and distress data from the Long-Term Pavement Performance database were translated into the pavement condition metrics used by the performance measure proposed by FHWA. The performance measure validation considered review of the performance measures over time to determine if they followed a logical trend; comparison of performance measures against maintenance and rehabilitation (M&R) activities to demonstrate if the performance measures are impacted by M&R activities; and review of the performance measures against thresholds for logic and reproducibility, temporal analysis, effects of alternate thresholds, and identification of performance measure drivers. Standalone guidelines for informing decisionmaking to affect pavement performance measures were also developed based on the study findings; they are provided in a companion report.

Book excerpt: Several important issues concerning the effect of slab support on concrete pavement performance were studied in a National Cooperative Highway Research Program project, "Support Under Concrete Pavements" (NCHRP 1-30). The results were promising, however, the data that were available for analysis were limited. This study was conducted to further field-verify and develop the improved support guidelines proposed in NCHRP 1-30, using the Long-Term Pavement Performance (LTPP) database, in order to establish their practicality and appropriateness for use in concrete pavement design nationwide. This study was also conducted to further field-verify the proposed revised American Association of State Highway and Transportation Officials (AASHTO) performance model to the fullest extent possible using the design, materials, climate, traffic, and performance data available in the LTPP database for General Pavement Section 3 (GPS-3) (jointed plain concrete pavement), GPS-4 (jointed reinforced concrete pavement), and GPS-5 (continuously reinforced concrete pavement). Guidelines, revised on the basis of the results of this field verification study, are presented in the appendix in the form of a proposed addendum to the AASHTO Design Guide. The documentation of these field verification efforts using the LTPP database is provided in this report.

Book excerpt: Magnetic imaging tomography (MIT) scanning is a nondestructive method for measuring the alignment of dowels placed at transverse joints of jointed plain concrete pavements (JPCPs). Several highway agencies across the United States have adopted specifications for dowel alignment, with many using the joint score measure. However, this measure was developed intuitively and not based on any laboratory or field tests. National Cooperative Highway Research Program (NCHRP) Report 637 provides a methodology to determine an equivalent dowel diameter measure based on dowel misalignment (Khazanovich et al. 2009). This procedure was developed from laboratory tests and with limited field validation. The relationship between dowel misalignment and the performance of JPCP is unclear, but understanding it is imperative for developing construction guidelines. This report presents results of MIT scanning data collected on Long-Term Pavement Performance (LTPP) test sections and data analysis to assess the effects of dowel misalignment on JPCP performance. As part of this study, MIT scanning was performed on 121 Specific Pavement Studies-2 and 3 General Pavement Studies-3 test sections. Dowel alignment parameters, joint score, and equivalent dowel diameter were calculated as part of the analysis. Statistical analysis was performed to determine any relationship between the joint score and cracking and between the joint score and spalling. The analysis did not indicate any definitive relationship between the joint score and cracking or the joint score and spalling within the analysis range for most States, although some effect was observed for three States. This lack of relationship does not mean severely misaligned dowels have no effect on pavement performance, particularly localized distresses. Analysis of the equivalent dowel diameter as a measure of dowel misalignment for use with AASHTOWare® Pavement ME Design software suggests that using the equivalent dowel diameter is a less-biased estimator of long-term load transfer efficiency (LTE), as modeled using AASHTOWare Pavement ME Design, than using the actual dowel diameter, suggesting a relationship between dowel misalignment and long term LTE (AASHTO 2014). However, there is considerable scatter in the LTE modeled using AASHTOWare Pavement ME Design versus actual LTE. The remaining bias and scatter suggests that the models (i.e., equivalent dowel diameter and LTE in AASHTOWare Pavement ME Design) could potentially be improved using data collected as part of this study.

Book excerpt: This thesis presents the results of developing and assessing two statistical techniques for the application of New Zealand Long-term Pavement Performance programme studies. The main motivation for this research is to find a technique to interpret condition measurements and understand the performance trend of individual LTPP sites. The investigation started with selecting methodologies for the purpose of analysing time series data. Both Performance Index and Minkowski Distance methods were chosen with the intention to trial both methodologies on LTPP performance data. Roughness and rutting data were used in the analyses. Performance Index and Minkowski Distance were calculated for each LTPP site for roughness and rutting data separately. The two profiles of results showed similar trend. The first analysis was validating the matrix design factors using both Performance Index and Minkowski Distance obtained. It was found that the results showed distinct profiles for only three factors. They are location of sites, traffic volume, and pavement strength. Both methodologies showed similar results. The next analysis performed was correlating factors with performance to observe in detail how each factor affects the roughness and rutting results of LTPP sites. It was observed both location and pavement strength showed good correlation with roughness performance. Some combined factor studies were also undertaken to understand the dominating factors in roughness and rutting development. The result suggested that site location was the dominating factor in determining the both roughness and rutting performance. Both Performance Index and Minkowski Distance results were then compared with structural indices for roughness and rutting to compare the effectiveness of the two methodologies. Both showed very similar trend as the structural indices although values are different. This verified the validity of both methodologies in the application of analysing LTPP performance data. The final recommendation derived from the results of this project is that both Performance Index and Minkowski Distance methods are applicable for summarising performance trend of individual LTPP site. The two methods may also be appropriate for other networks other than LTPP sites. It is hoped that results from this research will contribute to future site specific studies of pavement performance.
