Book excerpt: The European Rescue of the Franco Regime, 1950-1975 explores how the governments of the founding members of the European Coal and Steel Community and the European Economic Community, acting collectively via the European Communities, assisted in the consolidation of the Franco regime. It explains how the Six (the Nine after 1972) implemented a set of policy measures that facilitated the subsistence of the Franco regime, proving that trade with the Six improved Spain's overall economic performance, which in turn secured Franco's rule. The Six provided the Spanish economy with a stable supply of essential raw materials and capital goods and with outlet markets for the country's main export commodities. Through these mechanisms the European Communities assisted Spanish economic development and supported the stabilization of the non-democratic political regime ruling Spain. The Franco regime was never threatened by European integration and the Six/Nine managed to isolate meaningful Community negotiations with Spain from mounting political disturbance. The European Rescue of the Franco Regime, 1950-1975 shows that without unremitting material assistance from Western Europe, it would have been considerably more challenging for the Franco regime to attain the stability that enabled the dictator to maintain his rule until he died peacefully at 82 years old.

Available in PDF, EPUB and Kindle. Book excerpt: During the 1970s human rights took the front stage in international relations; fuelling political debates, social activism and a reconceptualising of both East-West and North-South relations. Nowhere was the debate on human rights more intense than in Western Europe, where human rights discourses intertwined the Cold War and the European Convention on Human Rights, the legacies of European empires, and the construction of national welfare systems. Over time, the European Community (EC) began incorporating human rights into its international activity, with the ambitious political will to prove that the Community was a global “civilian power.” This book brings together the growing scholarship on human rights during the 1970s, the history of European integration and the study of Western European supranational cooperation. Examining the role of human rights in EC activities in Latin America, Africa, the Mediterranean, Eastern Europe and the Soviet Union, The Human Rights Breakthrough of the 1970s seeks to verify whether a specifically European approach to human rights existed, and asks whether there was a distinctive 'European voice' in the human rights surge of the 1970s.

Book excerpt: People of Mexican descent and Anglo Americans have lived together in the U.S. Southwest for over a hundred years, yet relations between them remain strained, as shown by recent controversies over social services for undocumented aliens in California. In this study, covering the Spanish colonial period to the present day, Martha Menchaca delves deeply into interethnic relations in Santa Paula, California, to document how the residential, social, and school segregation of Mexican-origin people became institutionalized in a representative California town. Menchaca lived in Santa Paula during the 1980s, and interviews with residents add a vivid human dimension to her book. She argues that social segregation in Santa Paula has evolved into a system of social apartness—that is, a cultural system controlled by Anglo Americans that designates the proper times and places where Mexican-origin people can socially interact with Anglos. This first historical ethnographic case study of a Mexican-origin community will be important reading across a spectrum of disciplines, including anthropology, sociology, race and ethnicity, Latino studies, and American culture.

Available in PDF, EPUB and Kindle. Book excerpt: Having experienced a period of crisis, the young scholars included in this anthology provide evidence that critical periods can be favorable to the flourishing of the social sciences and that crises in society and the polity may provide new incentives for the profession. The authors have used the most critical period of Brazil's change from a liberal to an authoritarian government to further their training in Europe and the United States, returning to their country to shed new light on past and current events. They have adapted their training to a non-liberal environment and combined local research with a universalistic orientation in their analyses of Brazilian social structure. This book investigates the roles of the peasantry in Brazilian society, past and present. It describes the pact established between traditional rural elites and the central government, which favored the previous populistic style of urban politics but left unaltered the rural social structure. In addition to analyzing the political trade-offs between the traditional elite and the central government, the authors focus on the class structure within which peasant leagues emerged. The country's political development is analyzed through a bi-polar political structure wherein populist and authoritarian regimes alternate in power. Other aspects of the military government's impact are discussed through the use of public policy models aimed at analyzing the output of both liberal and authoritarian regimes. Continuity between the current administration and previous authoritarian governments is shown as well as new developments, such as changes in municipal taxation, which allow for the emergence of new technical elites. The increase in authoritarian legislation is discussed within this analytical framework, as is the expansion of entrepreneurial activities. This book brings together the analytical result of recent research by a distinguished group of young Brazilian social scientists. It is ... the first book written in English about Brazil by Brazilians and, as such, represents an extremely important contribution to the literature ... An up-to-date selected bibliography on* social science research in Brazil from 1960-77 is an essential reference point for all future undertakings. Shepard Forman, Department of Anthropology, University of Michigan.
