Afirma que los proyectos basados en tecnologias apropiadas con Participacion Comunitaria y Educacion Sanitaria, pueden llegar a ser "Autogestionados" en la medida que las organizaciones e instituciones del sector de los paises se encarguen de potenciarlos. Senala que en el IDAAN habia muy pocos antecedentes en cuanto a experiencias de participacion comunitaria, debido a que no se desarrollaban trabajos producto de la autogestion de las comunidades. Por la misma estructura del IDAAN todos los proyectos que se implementan son ejecutados a traves del programa de inversiones con aporte local o financiamiento externo, ya que el IDAAN dentro de sus politicas no establece la ayuda a las comunidades en materia de letrinacion. Interrelaciona dicha problematica con los componentes que busca viabilizar el Comite de Agua para la Region (CAPRE), y en ese sentido se comenzo a explorar un poco mas sobre la participacion comunitaria en el desarrollo de programas de saneamiento basico. Informa que se inician conversaciones con la UNICEF, y se le planteo el interes del Comite Tecnico de Participacion Comunitaria (COTEPAC) de colaborar en ese tipo de proyecto, y la posibilidad concreta de Desarrollar el proyecto UNICEF-TECHO y el Programa de Creditos para la Construccion del Modulo Basico Sanitario en Comunidades Urbano-Marginales del distrito de San Miguelito, para dentro de este proyecto incluir la alternativa tecnica para la disposicion sanitaria no tradicional de excretas en las comunidades de El Esfuerzo, El Mirador y el Sector 4-C de Samaria. Indica que las comunidades Urbano-Marginales beneficiarias del proyecto, son comunidades que cuentan con una poblacion de escasos recursos economicos, donde la poblacion no cuenta con un sistema de evacuacion de excretas, poseen condiciones insalubres y problemas con el suministro de agua potable. Evalua hasta que punto con esos sustentos teoricos y conceptuales se podria lograr una mayor efectividad de los proyectos como el que nos ocupa, considerando incorporar con mayor dinamica la participacion de la comunidad y la educacion para la higiene personal como parte indispensable de dichos proyectos. Identifica la problematica del Saneamiento Basico asociado a la Salud y a la participacion comunitaria con educacion sanitaria en proyectos de tecnologias apropiadas, asi como valorar la consistencia logica de los objetivos y estrategias del proyecto y/o de los proyectos foraneos de este tipo. Concluye que existe en las comunidades, preocupacion por su situacion problematica en saneamiento basico y letrinacion y que tambien existe preocupacion por parte de los miembros del equipo del proyecto, por involucrar a la comunidad en programas de saneamiento con metodologias democraticas y tecnologicas apropiadas, que buscan otorgar un espacio a la participacion comunitaria y social y que requirira crear conciencia en cuanto a las tareas puntuales para incrementar programas de educacion sanitaria y campanas educativas, orientadas al uso racional del agua, mejoramiento de habitos higienicos, buen uso de las letrinas, prevencion y cuidado de la salud, y en general, viabilizar proyectos de participacion comunitaria, educacion sanitaria e higiene que se sustenten ademas en tecnologias apropiadas o no convencionales; y finalmente resaltar la importancia de crear conciencia respecto a la necesidad de preservar el medio ambiente en defensa de la salud y la vida del hombre; la economia y uso racional del agua como recurso escaso; la necesidad de la educacion sanitaria para mejorar el buen uso de las instalaciones y cuidados de la salud; la necesidad de gerenciar los proyectos con criterios empresariales para el desarrollo y hacer mas resposables a los usuarios.
