Available in PDF, EPUB and Kindle. Book excerpt: We have observed a flourishing literature in recent years on the use of CGE models to perform poverty and income distribution analysis. In this context two approaches have emerged and no rigorous comparison of the two approaches has been done yet. The first approach is the traditional representative agent that has been used for a number of years to do inter group distributional analysis and more recently some extensive poverty analysis and the second approach is the micro-simulation CGE approach which consists of using large number of households in CGE models to perform poverty and income distribution analysis. In this paper we used three simple CGE models with representative agent and micro-simulation approaches to verify - if when used in a context of poverty and income distribution impact analysis - the two approaches produces compatible results. We concentrated our effort in using three simple models and adding some heterogeneity from one to the other to verify if changes in hypothesis would modify the differences or similarities we would obtain in the exercise. The results are quit surprising insofar as either for poverty analysis or for income distribution, the two approaches produce systematic opposite results. Pro-poor policies in the representative agent CGE model become a pro-rich policy when being analysed in a micro-simulation CGE context. And these results appear to be quit robust.

The model combines the explicit microeconomic optimizing behavior characteristic of computable general equilibrium models with asset portfolio behavior of macroeconomic models in Tobin's tradition. In this model there are four main mechanisms by which policy changes affect the distribution of income and wealth. First changes in factor rewards affect directly household income distribution. Second, household real incomes are affected by changes in their respective cost of living indexes. Third, household real incomes are affected by changes in real returns on financial assets since household incomes include income from financial holdings. Fourth, household wealth distribution is affected by capital gains and losses. Simulations with' the model are carried out for a representative economy subject to the interest rate and terms-of-trade shocks of the early 1980s. The simulations suggest a large adverse impact on the distribution of income of a sharp contractionary package. The resulting distributional shifts are likely to endanger the sustainability of the package even though the distribution of income becomes more equal when normal policies are resumed. By contrast, the targeted expenditure cut programs advocated by the critics of contractionary packages result in a much less unequal distribution of income during the adjustment package, even though the distributional improvements of the targeted package are mostly reversed in the post-adjustment period. The simulations support the view that stabilization packages which do not have specific components targeted towards the poor will have a noticeable adverse effect on the distribution of income, which is likely to result in some form of permanent damage for those below the poverty line.

Book excerpt: CGE models are often combined with microsimulation (MS) models to perform distributive impact analysis for fiscal or structural policies, or external shocks. This paper describes a user-friendly Stata-based toolkit to perform microsimulations combined with CGE models in a top-down fashion. The toolkit is organized in various modules. It first estimates income generation by type of work and skill of workers. Then it estimates households' specific price deflators based on individual utility. The changes estimated by a CGE model (or from other sources) in the employment (by skill and sector), in the wage payroll (by skill), in the revenues from self-employment activities (by skill) as well as in the commodities prices are fed into the MS model in a consistent way. Once the new vector of real consumption or revenue is estimated, it performs a series of distributive analysis, such as the computation of standard poverty and inequality indices, their decomposition by income factor, robustness analysis and growth incidence curves, and compare the baseline with the simulation results. This makes it possible to run standard poverty and distributive analyses, and to see whether a given shock or policy has had some impact on household welfare and who are the most affected households. Based on such information, social protection policies can be accurately designed in order to minimise the, e.g., negative effects of a given shock in a cost-effective manner. An illustrative analysis is run on data from Uganda.

However, from 2001 to 2005 the Gini index presented an unprecedented fall of 4.6 percent combined with significant poverty reduction. Previous studies using partial equilibrium analysis have pointed out the importance of federal government transfer programs in this inequality reduction. The aim of this research is to evaluate the efficiency of the two most important cash transfer programs, "Bolsa Família" and "BPC," in achieving their purpose of alleviating poverty and reducing the inequality in Brazil's income distribution using an integrated modeling approach, the CGE-MS model. The simulation results confirm the importance of these programs in reducing inequality from 2003 to 2005. However, the effect on poverty alleviation was not strong. Finally, the methodological approach allows the identification of some important economic facts that were not presented in previous analyses, such as the issue of taxation structure that finances these policies.

It does so by looking into the domain of applicability of the different microsimulation approaches used at present in combination with macroeconomic CGE models. In this context, the microsimulation approach that is used is not always clearly defined and justified (Boccanfuso, Decaluwe et al. 2008). Frequently used approaches are illustrated here considering the distributional effects of the significant capital outflows faced by the Argentinean economy at the end of its Currency Board Regime. It is found that behavioral microsimulations, by accounting for the role of individuals' heterogeneity on their employment status, allows us to throw light on significant distributional effects that other approaches do not allow us to see. However, the straightforward 'non-parametric' approach leads to distributional results not significantly different, consistently with Herault (2010) finding. Contrasting the existing approaches against Orcutt (1957) vision, a possible direction for future research is suggested.
