Available in PDF, EPUB and Kindle. Book excerpt: During 1992, the Energy Information Administration (EIA) conducted a user-needs study for the 1993 Residential Energy Consumption Survey (RECS). Every 3 years, the RECS collects information on energy consumption and expenditures for various classes of households and residential buildings. The RECS is the only source of such information within EIA, and one of only a few sources of such information anywhere. EIA sent letters to more than 750 persons, received responses from 56, and held 15 meetings with users. Written responses were also solicited by notices published in the April 14, 1992 Federal Register and in several energy-related publications. To ensure that the 1993 RECS meets current information needs, EIA made a specific effort to get input from policy makers and persons needing data for forecasting efforts. These particular needs relate mainly to development of the National Energy Modeling System and new energy legislation being considered at the time of the user needs survey.

The survey was first conducted in 1978 as the National Interim Energy Consumption Survey (NIECS), and the 1979 survey was called the Household Screener Survey. From 1980 through 1982 RECS was conducted annually. The next RECS was fielded in 1984, and since then, the survey has been undertaken at 3-year intervals. The most recent RECS was conducted in 1993.

These data were collected in the 1993 Residential Energy Consumption Survey; more than 7,000 households were surveyed for information on their housing units, energy consumption and expenditures, stock of energy-consuming appliances, and energy-related behavior. The information represents all households nationwide (97 million). Key findings: National residential energy consumption was 10.0 quadrillion Btu in 1993, a 9% increase over 1990. Weather has a significant effect on energy consumption. Consumption of electricity for appliances is increasing. Houses that use electricity for space heating have lower overall energy expenditures than households that heat with other fuels. RECS collected data for the 4 most populous states: CA, FL, NY, TX.

Book excerpt: The Energy Information Administration (EIA) of the US Department of Energy (DOE) is mandated by Congress to be the agency that collects, analyzes, and disseminates impartial, comprehensive data about energy including the volume consumed, its customers, and the purposes for which it is used. The Federal Buildings Supplemental Survey (FBSS) was conducted by EIA in conjunction with DOE`s Office of Federal Energy Management Programs (OFEMP) to gain a better understanding of how Federal buildings use energy. This report presents the data from 881 completed telephone interviews with Federal buildings in three Federal regions. These buildings were systematically selected using OFEMP`s specifications; therefore, these data do not statistically represent all Federal buildings in the country. The purpose of the FBSS was threefold: (1) to understand the characteristics of Federal buildings and their energy use; (2) to provide a baseline in these three Federal regions to measure future energy use in Federal buildings as required in EPACT; and (3) to compare building characteristics and energy use with the data collected in the CBECS.
