This book was released on 2013-02-27 with total page 423 pages. Available in PDF, EPUB and Kindle. Book excerpt: Across the United States, thousands of hazardous waste sites are contaminated with chemicals that prevent the underlying groundwater from meeting drinking water standards. These include Superfund sites and other facilities that handle and dispose of hazardous waste, active and inactive dry cleaners, and leaking underground storage tanks; many are at federal facilities such as military installations. While many sites have been closed over the past 30 years through cleanup programs run by the U.S. Department of Defense, the U.S. EPA, and other state and federal agencies, the remaining caseload is much more difficult to address because the nature of the contamination and subsurface conditions make it difficult to achieve drinking water standards in the affected groundwater. Alternatives for Managing the Nation's Complex Contaminated Groundwater Sites estimates that at least 126,000 sites across the U.S. still have contaminated groundwater, and their closure is expected to cost at least $110 billion to $127 billion. About 10 percent of these sites are considered "complex," meaning restoration is unlikely to be achieved in the next 50 to 100 years due to technological limitations. At sites where contaminant concentrations have plateaued at levels above cleanup goals despite active efforts, the report recommends evaluating whether the sites should transition to long-term management, where risks would be monitored and harmful exposures prevented, but at reduced costs.

Book excerpt: July 2019 Printed in BLACK AND WHITE The Army's Weapon Systems Handbook was updated in July 2019, but is still titled "Weapon Systems Handbook 2018." We are printing this in black and white to keep the price low. It presents many of the acquisition programs currently fielded or in development. The U.S. Army Acquisition Corps, with its 36,000 professionals, bears a unique responsibility for the oversight and systems management of the Army's acquisition lifecycle. With responsibility for hundreds of acquisition programs, civilian and military professionals collectively oversee research, development and acquisition activities totaling more than $20 billion in Fiscal Year 2016 alone. Why buy a book you can download for free? We print this so you don't have to. We at 4th Watch Publishing are former government employees, so we know how government employees actually use the standards. When a new standard is released, somebody has to print it, punch holes and put it in a 3-ring binder. While this is not a big deal for a 5 or 10-page document, many DoD documents are over 400 pages and printing a large document is a time- consuming effort. So, a person that's paid $25 an hour is spending hours simply printing out the tools needed to do the job. That's time that could be better spent doing mission. We publish these documents so you can focus on what you are there for. It's much more cost-effective to just order the latest version from Amazon.com. Available in PDF, EPUB and Kindle. Book excerpt: In legislation appropriating funds for DOE's fiscal year (FY) 2000 energy R&D budget, the House Interior Appropriations Subcommittee directed an evaluation of the benefits that have accrued to the nation from the R&D conducted since 1978 in DOE's energy efficiency and fossil energy programs. In response to the congressional charge, the National Research Council formed the Committee on Benefits of DOE R&D on Energy Efficiency and Fossil Energy. From its inception, DOE's energy R&D program has been the subject of many outside evaluations. The present evaluation asks whether the benefits of the program have justified the considerable expenditure of public funds since DOE's formation in 1977, and, unlike earlier evaluations, it takes a comprehensive look at the actual outcomes of DOE's research over two decades.

Available in PDF, EPUB and Kindle. Book excerpt: In a world where advanced knowledge is widespread and low-cost labor is readily available, U.S. advantages in the marketplace and in science and technology have begun to erode. A comprehensive and coordinated federal effort is urgently needed to bolster U.S. competitiveness and pre-eminence in these areas. This congressionally requested report by a pre-eminent committee makes four recommendations along with 20 implementation actions that federal policy-makers should take to create high-quality jobs and focus new science and technology efforts on meeting the nation's needs, especially in the area of clean, affordable energy: 1) Increase America's talent pool by vastly improving K-12 mathematics and science education; 2) Sustain and strengthen the nation's commitment to long-term basic research; 3) Develop, recruit, and retain top students, scientists, and engineers from both the U.S. and abroad; and 4) Ensure that the United States is the premier place in the world for innovation. Some actions will involve changing existing laws, while others will require financial support that would come from reallocating existing budgets or increasing them. Rising Above the Gathering Storm will be of great interest to federal and state government agencies, educators and schools, public decision makers, research sponsors, regulatory analysts, and scholars.
