Book excerpt: We study the properties of real-time decentralized information processing, as a model of human information processing in organizations, and use the model to understand how constraints on human information processing affect the returns to scale of firms. With real-time processing, decentralization does not unambiguously reduce delay, because processing a subordinate's report precludes processing current data. Because decision rules are endogenous, delay does not inexorably lead to eventually decreasing returns to scale; however, returns are more likely to be decreasing when computation constraints, rat her than sampling costs, limit the information upon which decisions are conditioned. The results illustrate that the requirement of informational integration causes a breakdown of the replication arguments that are often used to establish non-decreasing returns.

Conversely, the absence of accountability is associated with most of the greatest abuses in human history. Accountability is thus closely linked with the exercise of power and the legitimacy of policies and those pursuing them. This book looks at the role of evaluation and of audit as key elements in democratic accountability processes. The contributors explore the apparent paradox of there being more accountability-related activities today than ever before, at the same time as much public debate laments what is seen as a lack of actual accountability. Such a situation raises a number of questions: Is there a need for different approaches to establishing accountability or can current arrangements be modified to make them more effective? Are present practices part of the problem and are they preventing a mature debate about performance improvement taking place? The Congress addressed the problem of the conflict between land-users and the degradation of this valuable resource. Some 40% of the Earth's land surface is and or alpine and therefore unsuitable for agricultural cultivation. Collectively, these lands are known as rangelands and in their natural state they constitute a habitat for grazing animals, both domestic and wild. Despite their low productivity, rangelands have been used for thousands of years as a source of food and fibre, but other uses such as mining, tourism, recreation and conservation are exerting increasing demands. The result is often conflict between land-users and degradation of the resource.
